《제국신문》은 1900년부터 시사 기사들을 별도의 독립된 형식으로 게재하기 시작했고 간헐적이기는 하지만 상당히 오랜 기간 다양한 양상으로 이를 변주하는 형식 실험을 시도했다. 본 논문은 이러한 일련의 형식을 잡보 '하위란'으로 명명하고 그 형식 실험의 양상과 수사적 전략을 살펴보았다. 이를 통해 잡보 '하위란'이 시사적인 유형 외에도 전통적인 기담이나 고사, 소화, 잡가, 가사와 같은 익숙한 양식은 물론이고 대화체나 문답체, 독자 투고와 현상모집 등 새롭게 대두된 양식들을 다양하게 활용하였음을 고찰하였다. 또 잡보의 일반 기사와는 다른 방식으로 제목을 부여함으로써 전달하려는 의미를 환기하고 주제의 전달성을 강화하고 있었음을 확인할 수 있었다. 흥미롭게도 이러한 다양한 형식에 담으려고 했던 내용들이 주로 정치 및 시사에 대한 세태 풍자와 비판이었다. 이는 논설의 약화와 검열을 피하기 위해 고안된 전략 가운데 하나였을 수 있음을 시사한다. 결국 잡보 '하위란'이라는 장치는 기존 매체의 지면으로 구획되거나 포섭되지 않는 글쓰기 양식들의 출현이자 동시에 근대 초기 한글을 매체 언어로 삼아 저널리즘적 글쓰기를 시도한 《제국신문》의 중층적이면서도 혼종적인 성격을 방증한다는 점에서 의미 있다.

The Jeguk Sinmun began to carry current event-type and comment-type of articles in a separate and independent form, since 1900 and though intermittently, attempted formative ex periments by changing them into various modes, for quite long period. This paper called such a series of forms the 'Hawiran (sub-section)', a Japbo and examined its formative experiment modes and rhetorical strategies. From this examination, it was considered that the 'Hawiran (sub-section)' variously used familiar styles such as traditional weird stories or folklores, amusing stories, folk songs and folk tales other than current event type, as well as newly emerging styles including dialogic and catechetical one, letters to the editor, prize-contests and so forth. In addition, it could also found that it attempted to awaken meaning to be delivered and reinforce the transferability of themes by giving titles different from those of general articles in a Japbo. Interestingly, contents to be carried in such a variety of forms were concentrated on critiques and satires against politics and current events. This might be one of strategies devised to avoid censorship and prevent the wane of editorials. In conclusion, the 'Hawiran(sub-section)', a Japbo was a significant device, in that it appeared as a fresh mode of writing, which was not com partmentalized or connoted as a space in the existing media, and it simultaneously provided a supporting evidence for multilayered and hybrid characteristics of Jeguk Sinmun which tried journalistic writing by using the early modern Hangeul as a media language.
