이 글은 트럼프 행정부의 동아시아 정책과 미중관계를 전망한다. 지난 4월 플로리다 주 마라라고(Mar-a-Lago)에서 가진 미중 정상회담은 트럼프의 대외정책 성향을 여실히 보여주었다. 이전까지 대부분의 전문가들은 트럼프가 지정학적 이익을 양보하더라도 경제적 실익은 반드시 챙길 것으로 예상했으나, 트럼프는 이러한 예상을 깨고 그 동안 우선시 해왔던 미국의 경제적 이익을 양보하면서까지 북한 핵문제에 대한 중국의 참여를 이끌어냈다. 그 동안 보여준 외교적 고립주의 및 경제적 보호주의와 다른 모습을 보인 것이다. 그리고 이를 통해 트럼프는 중국을 북한 핵문제에 끌어들이면서 일종의 ‘중국책임론’을 각인시키고 북한의 잘못된 행동에 대한 중국의 제재를 유도하는데 어느 정도 성공을 거둔 것으로 평가되고 있다. 그렇다면 트럼프 행정부의 동아시아 정책은 중국을 포용하고 중국과의 적극적 협력을 모색하는 것으로 선회한 것인가? 이전까지 ‘전략적 경쟁(strategic rivalry)’ 관계에 있던 중국과 제휴를 강화함으로써 ‘전략적 협력(strategic cooperation)’ 관계를 발전시킬 수 있을 것인가? 이에 대해 필자는 먼저 트럼프 행정부의 동아시아 정책을 진단하고 평가할 것이며, 트럼프의 대외정책에 대한 중국의 인식과 대응을 기대와 우려, 그리고 탐색이라는 관점에서 살펴볼 것이다. 다음으로는 미중관계의 시험대에 오른 북한 핵문제와 관련하여 중국의 가능한 역할을 분석한 후, 결론에서는 향후 미중관계를 종합적으로 전망하고자 한다.
This article analyses Trump administration’s East Asia policy and prospects for US-Chinese relations. The US-Chinese summit which was held in Mar-a- Lago in Florida last April showed new directions for Trump’s foreign policy. Unlike previous expectations that the new administration would pursue economic profits at the expense of geopolitical interests, Trump secured Xi Jinping’s cooperation in solving North Korean nuclear issue by making concessions in several economic deals. It was quite a deviation from the previously anticipated policy of political isolationism and economic protectionism. As a result, Trump seems to be successful in making China to get involved in North Korean nuclear matter, thereby raising ‘China responsibility’ and increasing pressure on Kim Jung-en regime. Then, has Trump administration’s East Asia policy changed towards engaging China and seeking active cooperation? Could the United States improve the relations with China from ‘strategic rivalry’ to ‘strategic cooperation’ afterwards? On these questions, I will firstly evaluate Trump administration’s East Asia policy during last half year, and review China’s perception and response in terms of expectations, concerns, and probes. And, then, I will analyse possible Chinese roles related to North Korean nuclear issue, and prospect future US-Chinese relations comprehensively.
