본 논문의 목적은 신제품 개발을 통한 일본의 지역 소생 전략 분석이다. 이를 위해 여기서는 일본의 대표적인 낙후 지역인 아키타현의 신제품 개발 사례를 들어 이 과정을 분석한다. 본 연구의 연구 대상인 신제품 개발의 주체는 아키타 Shokusai Produce(あきた食彩プロデュ一ス, 이하 ASP)이다. ASP는 농산물을 기반으로 한 신제품 개발을 통해 아키타 지역 활성화와 고용창출을 도모하기 위해 설립된 기업이다. ASP는 아키타산 특산품인 에다마메를 가공한 신제품, 도라제를 개발, 시장에서 성공한다. 이 같은 ASP 사례에서 발견되는 중요한 점은 지역 내부와 외부 지식의 결합이다. 도라제 개발에는 ASP와 가키자와 아야라는 도쿄의 생과자 전문가의 결합이 있었다. 이점은 기존 연구에서 지적한 내생적 발전이라는 요인과 함께 외부 지식의 흡수와 결합이 중요하다는 점을 시사한다. 즉, 지역 내부 역량을 개발, 축적하는 것과 함께 외부의 다양한 지식을 흡수, 활용할 수 있는 구조를 구축하는 것이 중요하다.

The purpose of this paper is to analyze a case on the endogenous regional revitalization in Japan by developing new products. For the purpose, it analyzes the process of developing new product in the Akita Prefecture, a typical declining region in Japan. The main organization in charge of the new product development is Akita Shokusai Produce(ASP). ASP had been established to promote the revitalization of Akita region and to increase employments through developing new products based on Akita agricultural produce. ASP had developed new products, named Doraje, which had been based on famous Akita Edamame(Japanese blue bean), and succeeded in the market. An important point found in this ASP’s case is the combination of local and external knowledge. The development of Doraje resulted from combined capabilities of ASP and Gakijawa Aya, a Japanese pastry expert. This suggests that absorption and combination of external knowledge, coupled with endogenous factors which has been pointed out by previous research is essential. In other words, it would be important to build a structure that can absorb and utilize various knowledge of outside region, along with developing and accumulating regional capabilities.
