본 논문에서는 산업클러스터 정책을 시행함에 있어 지방정부와 중앙정부의 역할 분담에 관심을 두고 산업클러스터의 지속적인 발전 방안에 대해 검토하였다. 본 연구에서 얻은 주요 결론은 다음과 같다. 첫째, 중앙정부의 역할로는 규제완화와 같은 제도의 개선 및 지역산업클러스터의 활성화와 지역 간 경쟁을 유발하기 위한 환경 정비를 들 수 있다. 둘째, 지방정부의 역할로는 인재 육성기관의 정비 및 연구기관 설치, 타 지역 및 중앙정부와의 연계 등 산관학 연계를 위한 네트워크 구축이 중요하다. 특히, 혁신의 주체가 되는 중소기업이나 벤처기업이 창업에서 사업화에 이르기까지 기술이전이나 자금지원, 인큐베이션 등 지원을 할 필요가 있다. 셋째, 신제품의 시장화 및 시장 확대에 대한 지원도 필요하며, 이는 지방정부와 중앙정부가 연계하여 국내 시장은 물론 글로벌 시장에로의 확대를 지원할 필요가 있다. 끝으로 클러스터를 통한 지역경제의 활성화를 위해서는 광역클러스터에의 지향, 클러스터와 거점도시의 연계, 클러스터 주체 간의 네트워크 활성화, 시장의 실패를 보완하는 형태로서 정부의 개입 그리고 클러스터와 연계한 외국인 직접투자기업의 유치 등을 들 수 있다.

In this paper, focusing on the role of the local and the central government in implementing industrial cluster policy, we have examined the sustainable development plan of industrial clusters. The main results are as follows. First, as the role of central government, we can point out the improvement of institution including deregulation, vitalization of region’s industrial cluster, and fostering circumstances to encourage the competition between regions. Second, in the role of the local government, it is important to establish a network for linking government, university, and research institutes. In particular, it is required to support technology transfer, funding, incubation, etc. from start-ups to commercialization of SMEs or venture companies. Finally, in order to clarify the roles of the central and local governments and to effectively implement industrial clusters policies based on the local characteristics, local financial problems should be solved through the expansion of local finance.
