본 연구는 우리나라의 고위공무원들의 성격유형을 MBTI 모형에 의거하여 진단하고 직위변화에 어떤 영향을 미치는지를 규명하고자 한다. 자료는 2012년 9월부터 2014년 7월까지 연재된 서울신문의 18개 부처 총 474명 고위공무원들의 개인별 프로필을 활용하였다. 분석결과, 먼저 우리나라 고위공무원의 성격유형은 첫째, 내향성보다 외향성이, 직관형보다 감각형이, 감정형보다 사고형이, 인식형보다 판단형이 많은 것으로 나타났다. 둘째, MBTI 성격유형 중 ESTJ(외향-감각-사고-판단)형과 ISTJ(내향-감각-사고-판단)형이 가장 많은 것으로 나타났다. 아울러 성격유형과 직위변화와의 관계 분석에서는 외향성보다는 내향성이, 직관형보다는 감각형이, 사고형보다는 감정형이, 판단형보다는 인식형이 발전적인 직위변화, 즉 승진가능성과 긍정적인 관계가 있는 것으로 나타났다. 고위관료들의 일반적인 성격유형과 관료제가 선호하는 성격유형 간에 나타나는 차이로서 관료와 관료제 간 성격유형의 ‘디커플링(decoupling)’ 현상을 발견하고, 그 의미와 원인, 그리고 정책적 시사점을 도출하였다.
The paper examines the personality of senior civil servants(SCS) in Korea and its effect on positional changes in the bureaucracy. The data was collected from the individual profiles of SCS published from September 2012 to July 2014 in the Seoul Shinmun newspaper of Korea. The result of analysis based on the Myers-Briggs Type Indicator(MBTI) shows that senior civil servants in Korea is characterized as extroversion(E) rather than introversion(I), sensing(S) rather than intuition(I), thinking(T) than feeling(F), judging(J) rather than perceiving(P). Also, the type of personality composition of ESTJ as well as that of ISTJ are found most prevalent. More importantly, the paper shows that SCS with introvert, sensing, feeling, and perceiving personalities are more likely to be improved/moved to higher or preferred positions than them with extrovert, intuitive, thinking, and judging ones. The results imply that there is a decoupling between personality that the bureaucracy hope bureaucrats have and personality that is more likely to be moved to better positions in the bureaucracy. The decoupling phenomenon tends to make senior civil servants’ behavior is distortedly adaptive in order to minimize it as much as possible.
