본 연구는 서울시 25개 자치구를 중심으로 선거와 산업의 다양성이 지역경제 성장에 미치는 영향을 분석하는 것에 목적을 둔다. 이에 정치적 경기순환이론과 Jacobs모형에 따라, 지방선거 변수와 산업다양성 측정 지표인 허핀달 지수를 활용하여 지역내총생산(GRDP) 성장률을 분석하였다. 이와 더불어, 두 독립변수 간 상호작용 항을 통한 선거변수의 조절효과를 검증하고자 하였다. 분석결과 선거와 조정된 허핀달 지수 상승률(1-허핀달 지수 상승률) 모두 지역경제 성장에 긍정적인 영향을 미치는 것으로 확인되었다. 반면 두 독립변수의 상호작용 항에서 (-)의 방향이 발견되며 산업다양성의 긍정적 효과를 선거 변수가 약화시키는 것으로 나타났다. 이상의 분석결과를 통해 본 연구는 지역수준에서 정치적 경기순환이론의 적용 가능성과 산업다양성의 긍정적 효과를 재확인할 수 있었다. 또한 선거의 유무에 따라 산업다양성이 지역경제 성장에 미치는 효과가 변화할 수 있다는 점을 확인하였다.

This study aims to examine how elections and industrial diversity affect local economic growth in Seoul’s 25 autonomous districts. According to the political business cycle theory and Jacobs model, we analyzed the effect of local elections and Herfindahl Index and the interaction effect between the two variables on the growth of gross regional domestic product. The empirical analysis shows that local elections and the adjusted Herfindahl Index (1-Herfindahl Index) are positively related to the growth of gross regional domestic product. However, the interaction variable between local elections and the adjusted Herfindahl Index is negatively related to the growth of gross regional domestic product. That is, local elections lower the positive effect of industrial diversity on local economic growth.
