이 연구는 대학 평가가 본래의 취지와는 달리 대학에 대한 통제의 도구로 전락한 이유를 밝히는 것을 목적으로 하고 있다. 대학평가의 궁극적인 목적은 대학과 고등교육의 발전에 기여하는 것이다. 그런데 현재의 대학 평가는 대학교육과 대학경영 전반에 심각한 통제의 장치로 작동하고 있다. 대학의 자율성과 민주적 거버넌스를 심각히 훼손하고 재정의 낭비를 초래함으로써 대학 경쟁력을 손상시키고 있다. 연구와 교육을 통해 국가와 인류에 기여할 것을 목적으로 하는 고등교육의 이념도 대학 위에 군림하는 교육부에 짓밟히고 있다. 평가가 통제의 도구로 전락한 여러 이유들 중에서 이 연구는 두 가지를 다루고 있다. 첫째, 각 대학은 실존성이 강한 개인처럼 설립조건과 역사와 조직적·재정적·지역적 상황이 서로 다르다. 공정하게 공약가능한(commensurable) 지표를 개발할 수 있는 여건에 있지 않다. 어떤 지표를 만들어도 지표에 의한 서술 자체가 대학의 현실을 왜곡할 수 있다. 공정성을 담보하는 것도 불가능하다. 둘째, 개념화 및 수량화된 평가지표는 맥락제거의 방식으로 의미를 얻고 있다. 평가자의 권력과 대학정책 역시 대학에 대한 맥락제거적인 통계와 개념에 기초하고 있다. 맥락의 제거로 인해 대학평가 기준은 현실과 괴리되어 현실적 타당성을 상실한다. 막대한 재원의 힘을 앞세워 현실성을 상실한 평가기준을 강요함으로써 대학발전을 위해 만든 지표에 대학과 교육이 종속되어 황폐화되는 주객전도가 발생하고 있다. 관련 학문은 대학평가와 관련된 존재론 및 인식론적 위험을 제대로 규명하지 못했고, 관료들에게 경고하고 견제하는 기능을 제대로 수행하지 못하고 있다. 대학의 존재론적 개별성과 고유성을 인정하고, 평가 과정에서 발생하는 탈맥락적 개념화와 지표화의 위험을 피하는 길은 적자생존과 자유경쟁에 의한 평가다. 교육부에 대해서도 일정한 조사를 거쳐 정책실패의 책임을 물어야 한다.

This study examines the reasons that deteriorated university assessment(UA) policy into the control devises over university by the government bureaucrats. The ultimate goal of UA is to support the advance of university and higher education. UA, however, is working as a formidable stifling oppressions to universities, especially for the lower ranked small sized universities. The managerial liberties and the democratic governing mechanisms are seriously damaged. Competitiveness of each university has been deeply exhausted. The ideal of higher education to serve the nation and human world is also damaged by the government UA policy. This study argues two matters. First, each university situated at its unique historical, financial, organizational circumstances like an existential individual who has his or her own personal history and conditions. It is, therefore, almost impossible to build up a commensurable assessment index to apply fairly to all universities. No index may avoid the risk of distorting the situation itself. The assessment index itself includes unfair factors. Second, the words used to conceptualize assessment index acquires its meaning by eliminating related contexts. By eliminating contexts, the words disguise as if they had general meaning. The power of government bureaucrats also comes from the context eliminated assessment indexes. Decontextualized assessment of a university, however, biases the actual facts of the university. Being forced to follow contextually irrelevant index, universities lost their potentials to perform their own educational missions. The only way to solve the problems of UA is just stopping the policy. This study suggests to let the natural selection work as a evaluation mechanism for the competitive universities.
