본 연구는 유엔재난경감전략기구(UNISDR)가 개최하는 재난관리에 대한 10년 주기의 국제 컨퍼런스 결과물인 1994년도의 요코하마 전략(Yokohama Strategy and Plan of Action for a Safer World), 2005년도의 효고행동계획(Hyogo Framework for Action), 2015년도의 센다이 강령(Sendai Framework for Disaster Risk Reduction)을 중심으로 국제사회의 재난정책 패러다임의 변동과 전승과정을 분석하고, 이러한 국제사회의 재난정책 패러다임과 한국의 재난정책과의 정합성을 제3차 국가안전관리기본계획과 재난관련법제(재난 및 안전관리기본법, 자연재해대책법)를 중심으로 비교분석한 논문이다.
연구대상인 UNISDR의 전략, 계획, 강령과 국가안전관리기본계획, 재난관련 법제를 비교분석하기 위해 빈도분석, 언어적 네트워크 분석방법론(Semantic Network Analysis)을 이용하여 양적분석을 시도하였고, 이에 대한 해석과정에서는 문헌조사를 이용한 질적 분석을 시도하여 설명적인 2단계 연구를 진행하였다.
연구 결과 동기 기준(2015년) 국제사회의 재난정책 패러다임과 국내 재난정책의 방향성은 주요 정책대상, 주요 정책 주체, 정책키워드, 정책목표, 정책범위, 이를 아우르는 정책특성에 있어서 차이를 보이고 있었다. 향후 한국의 재난정책은 센다이 강령으로 대표할 수 있는 국제사회의 재난 패러다임과 정합성을 추구하는 방향으로 개선될 필요가 있으며 재난과 안전분야를 함께 다루고 있는 한국의 재난관련법제의 타당성에 대해서도 심도 있는 논의가 필요하다.
This study primarily analyzed the results of international conferences on disaster management, which was held by the UNISDR: the Yokohama Strategy for a Safer World(1994), the Hyogo Framework for Action(2005), the Sendai Framework for Disaster Risk Reduction(2015). Focusing on the paradigm shift and the transmission of the disaster policy, this study also aims to conduct the analysis of the third National Security Management Plan and the Disaster and Safety Management Act and Natural Disaster Countermeasures Act in Korea. In order to compare and analyze UNISDR's strategies and the Korean disaster policies, the quantitative analysis methodologies such as frequency analysis and semantic network analysis were used for this work. In addition, qualitative methodology was used to derive a fruitful interpretation. As a result, the international disaster policy paradigm and the domestic disaster policy showed clear differences in policy goals, main policy actors, policy keywords, policy objectives, policy scope, and policy characteristics. Korea's disaster policy needs to be improved with objective of pursuing the coherence with the international disaster policy paradigm which can be represented by the Sendai Framework for Disaster Risk Reduction(2015). Given the problem of feasibility, an in-depth discussion on the Korea's disaster legislation should be carried out afterward.
