2014년도 ‘세월호 사건’ 이후 재난에 대한 관심과 경각심은 더욱 급증했으나, 경남지역의 지진과 태풍, 포항 지진 및 제천 화재 등 현재에도 어디에서 일어날지 모르는 재난에 우리는 노출되어 있다고 할 수 있다. 이러한 재난은 궁극적으로 사회를 이루고 있는 중앙정부 및 각 단체의 노력 여하에 따라 피해가 결정된다고 하지만 매번 재난이 일어나면 대응하기 급급하며, 피해는 고스란히 시민들이 입고 있다. 위와 같은 배경과 함께 본 논문에서는 오늘날 정부의 기능에 점차 시민사회의 필요성이 증가하는 것과 같이 다양한 사회 구성원의 노력과 각 집단의 적절한 역할분담에 따라 지역별 재난피해수준이 결정된다고 판단하여 재난예방활동을 초점으로 현재 우리나라에서 이뤄지고 있는 재난예방 관련 사례들을 시민참여 유형에 따라 특성을 파악하고, 분류하여 개선점을 제시하고자 하였다. 본 연구의 분석틀로는 선행연구를 바탕으로 하여 시민참여의 능동성 여부, 규모·방법, 주도성 여부를 기준으로 4개의 유형을 도출한 뒤 재난예방활동 사례들의 특성을 분석하여 분류하였다. 분석 결과, 제1유형의 경우 3개의 사례가 분류가 되었으며, 모두 능동성, 시민주도성, 집단적 활동의 특징이 도출되었고, 제2유형의 경우는 1개의 사례가 분류되어 능동성, 시민주도성은 있으나 개별적 활동 위주로 추후 집단적인 활동으로 강화시켜야 할 것으로 나타났다. 제3유형의 경우 4개의 사례가 분류되었으며, 수동성, 정부주도성, 집단적 활동의 특징이 도출되어 지속적으로 능동성과 시민주도성을 강화시켜야 할 것으로 나타났다. 제4유형의 경우에는 1개의 사례가 분류되었으며, 수동성, 정부주도성. 개별적 활동의 특징이 도출되어, 향후 이에 따른 부족한 점을 강화시켜야 할 것으로 나타났다. 이러한 분석결과를 통해 재난예방활동에서 거버넌스의 의의를 다시 살펴보았으며, 각 유형에 따라 분류된 재난예방 관련 활동들은 유형의 특징에 따라 향후 지속적으로 시민들의 다양한 참여를 장려할 수 있는 개선방안이 요구된다.

In this paper, focusing on the disaster prevention activities, current disaster prevention activities in Korea are identified and classified according to the types of citizen participation. First of all, this study identified and classified the disaster prevention activities based on citizen’s activeness, scale, and initiative. Then this paper analyzed the characteristics of citizen participation such as activeness, initiative, and collectiveness of the 10 cases in disaster prevention activities. As a result of analysis, for the first type, three cases are classified, and all of them are characterized as active, citizen-led, and collective activities. In the case of the second type, one case is categorized as active and citizen-led but, individual activities are strong. Four cases are classified for the third type, passive, government-led, and collective activities, In the case of the fourth type, only one case is categorized as passive, government-led, individual activities. The implication of this study is to reexamine the significance of governance in disaster prevention activities. Each type of disaster prevention activities is required to be improved in order to encourage various participations of citizens.
