본 논문은 해비타트 III 회의에서 도출한 새로운 도시의제가 도시지리학 연구에 주는 시사점에 대하여 고찰하였다. 1976년부터 3차례 개최된 해비타트 회의는 도시연구와 정책수립에 세계적인 영향력을 행사하고 있다. 핵심주제도 해비타트 I의 적정 주거와 기초 서비스 제공 등으로부터, 1996년 해비타트 II에서는 지속가능한 인간정주와 주거권으로 확대되었고, 2016년 해비타트 III에는 모두를 위한 도시라는 포괄적인 주제를 다루면서 다양한 이해당사자가 참여하여 ‘새로운 도시의제’라는 가시적인 성과가 있었다. 새로운 도시의제에서는 도시화를 성장의 동력으로 인식하고 도시계획과 설계를 통한 도시문제 해결, 인간중심과 인권중심의 사고로의 전환을 강조하면서 향후 20년 동안의 도시연구에 많은 영향을 미칠 것으로 예상할 수 있다. 따라서 글로벌 보편성에 관심을 두면서도 장소와 지역의 특수성을 고려하고 지속가능한 도시발전과 포용성, 회복력, 안정성을 갖춘 살기 좋은 도시를 위한 도시지리학 연구가 필수적일 것으로 예상된다.
This paper considers research agenda for urban geographic studies concerning major contents of ‘New Urban Agenda’ from UN HABITAT III, which made impacts on urban studies and urban policy-making on the global scale. The subjects have been extended from adequate housing and provision of basic needs for HABITAT I, to sustainable human settlement and housing right for HABITAT II, and finally to ‘right to the city for all’ for HABITAT III with full participation of various stakeholder, producing ‘New Urban Agenda’ as a result. New Urban Agenda may influence the various academic fields of urban studies for the next two decades, emphasizing urbanization as a engine of the growth, urban planning and management as a tool for urban problem-solving, and human right approach to urban issues. In the process to reach the final agreement for HABITAT III, the outcome of issue papers and policy unit for six different urban areas gave strong implication to the future research agenda of urban geography. It is essential to carry out urban geographic studies for the inclusive, safe, resilient livable city and sustainable urban development in consideration of both universal features and regional-place uniqueness of urban places at the multiple layers.
