가리봉동 도시재생활성화지역은 과거 1960~1970년대 산업 발전의 중심지였으나 이후 구로공단이 변화되면서 공단 주변 지역의 산업·상권 침체, 뉴타운사업 해제로 인한 주민간의 갈등, 인프라 부족과 시설노후화, 주민과 중국동포 간 갈등 현상이 나타나고 있다. 가리봉동 지역은 2014년 뉴타운사업이 해제되었지만, 현재는 노후 기반시설 정비 및 주거환경개선과 주민공동체 활성화를 위해 ‘근린재생 일반형’ 도시재생사업이 다시 추진되고 있다. 최근 도시재생을 통해 낙후된 지역을 새롭게 활성화 시키고 정비하는 사업들이 증가함에 따라 지역에 거주하고 있는 주민의 다양한 이해관계를 합리적으로 조정할 수 있고 행정의 민주적 통제를 위해서 주민참여의 필요성이 증대되고 있다. 중국동포가 많이 거주하고 있는 가리봉동은 중국동포들을 도시재생사업에 참여시키는 활동과 같은 지역주민들과의 소통을 중요시하고 있다. 아울러 사업 주체는 주민 공모 사업 추진, 주민 협의체 구성, 주민 설명회개최 등 주민의 자발적인 참여를 유도할 수 있도록 해야 하며, 향후 지속 가능한 도시재생이 이루어지도록 노력해야 한다.

Although the urban regeneration promotion area in Garibong-dong was a center of industrial development in the 1960s-1970s, it changed as restructuring of local industrial districts, conflicts among residents due to the withdrawal of new town project, lack of infrastructure and deterioration of facilities and tension among Chinese nationals had been aggravated, along with the change of Guro Exporting Industrial Estate. After the withdrawal of new town project in 2014, ‘general type of neighborhood regeneration’ urban regeneration project for the maintenance of deteriorated infrastructure in the Garibong-dong has been implemented for improvement of living conditions and promotion of residents’ community. The residentparticipation for democratic control of public administration and reasonable adjustment of various interests among residents who live in the area is increasingly required, as some projects for newly activating deteriorated areas through the urban generation have recently increased. Garibong-dong is characterized with an emphasis on the communication with local residents by allowing Chinese nationals to participate in the urban regeneration project. Regeneration policy should encourage voluntary participation of residents by promoting resident public offering projects, organizing inhabitants’ councils, holding inhabitants briefing sessions, and striving for sustainable urban regeneration in the future.
