곧 다가올 인구의 정체 및 감소시대에 효과적인 인구정책을 수립하기 위해서는, 도시 내에 거주하는 시민들의 의견을 충분히 반영할 필요가 있다. 본 연구의 목적은 지방자치단체가 수립한 인구정책에 대한 시민 인식을 조사·분석하여 그 특성을 제안함으로써, 향후 지방자치단체의 인구정책 수립 시 기초자료를 제공하는 것이다. 9개 인구감소 대응정책에서 시민이 가장 중요하다고 인식하는 정책은 ‘다양한 일자리 창출(4.46점)’인 것으로 나타났으며, 만족도가 가장 높은 정책은 ‘살고 싶은 정주환경 조성(3.19점)’인 것으로 나타났다. 일부 인구정책의 경우, 시민의 개인적 특성에 따라 차이가 있는 것으로 나타나, 시사점을 제공하고 있다. 한편 도출된 정책별 중요도와 만족도에 기초하여 IPA분석을 실시한 결과, 대전시에서 중점적으로 개선해야 하는 정책은 ‘다양한 일자리 창출’과 ‘영유아 및 고령인구 생활환경 개선’인 것으로 분석되었다. 최근 많은 도시들이 유사한 인구감소 대응정책을 수립·추진하고 있다는 점을 고려한다면, 향후 인구정책은 시민의사를 반영하여 차별화된 내용과 우선순위 등을 설정함으로써 보다 실효성있는 방향으로 추진되어야 할 것이다.

This paper is aimed to deduce the characteristics of the citizen’s perception on policies for depopulation in Daejeon metropolitan city and provide a basic data in establishment of population policy. To carry out this study empirically, a survey of citizens was conducted. The most important policy among nine policies to response population change that citizen perceive was the all sorts of job creation and the most satisfying policy among those was the creation of residential environment to live in. Some policies were statistically difference in citizen recognition to the level of importance and satisfaction. The IPA analysis with the importance and satisfaction of policies showed that Daejeon metropolitan city should focused on improving of job creation and living conditions of infants and elderly people. On the other hand, it is required to have policies differentiated from other cities.
