본 연구는 정책사상을 정책의 본질에 관한 철학적이고 이론적이며 체계적 사고라고 정의해 보았다. 이와 같은 정의는 앞으로 정책사상을 보다 심도있게 연구하기 위한 하나의 기초적인 수준에 해당될 것이지만, 구체적이고 다양한 정책사상을 발견하고 설명하기 위하여 정책과 정책학의 본질적 특성과 성격을 철학적으로 설명하고 이론적으로 체계화하기 위한 본 연구의 목적에 따라서 정의한 것이다. 그러나 정책사상의 정의 문제는 간단하지 않다. 일반적으로 정책학계에 통용될 수준의 정책사상의 정의는 차치하고라도, 아직까지 정책학계에서 정책사상을 정의하거나 논의하는 수준 그 자체가 매우 초보적이다. 정책사상의 내용이 복잡하다거나 또한 연구자의 학문적 정향이나 가치관 등이 다양하고 복잡하여 정책사상을 정의하고자 하는 시도나 논쟁이 다양하다는 수준이 아니라, 정책학의 학문적 역사가 일천하면서, 정책사상에 관한 연구나 논쟁은 인근 학문인 정치학이나 경제학, 법학, 심지어 행정학 등과 비교할 수 없을 정도로 미미한 실정이라는 사실이다. 이와 같은 수준에서 본 연구는 앞으로 정책사상의 정의에 관한 논쟁이나 논의가 조금 더 활성화되기를 기대하면서, 문제의 제기 수준 정도에서 정책사상을 정의해 본 것이다.

Some definition problems on policy thought have rooted from the short history of policy studies in comparison with definition researches of political sciences, economics, and public administration. Even in arguably, I, as a lonely student on policy thought, might request that diverse scientific and philosophical orientations on policy studies’ disciplinary community have been rebuked to policy thought problems. In consequences, researches and or any policy note on this issue rarely discussed this problem academically or practically. Backed on this policy studies’ understanding, this paper tried to develop the definition of policy thought as philosophical, theoretical, and systematic inquiries on the nature of policy itself. This definition can be an academic point of debate to develop and refine the definition subject of policy thought for further research questions.
