본 연구는 이주민을 위한 지원 서비스가 통합 서비스 형태로 가는 현 시점에서 외국인노동자가 타 지방자치단체에 비해 집중거주하고 있는 경기도의 특성이 반영된 경기도 특화 기관인 외국인복지센터와 그 이외의 시민단체를 바탕으로 경기도 외국인노동자 지원체계를 모색하는 것을 목적으로 하였다. 연구 결과 첫째, 시민단체의 특성은 지속성, 다양성, 탄력성, 유연성에 있다. 정부의 위탁기관은 다소 획일적이고 경직되어 있는 한계를 가지고 있으며 보완·보충하는 역할을 하고 있다. 둘째, 위탁기관과의 자원배분의 문제가 제기된다. 셋째, 민관협력 체계 재정비의 필요성이 제기된다. 이주민의 사회통합을 위한 민관협력은 결국 이주민이 거주하고 있는 그 지역에서 해결점이 제시되어야 하며 지방자치단체와 지역에서 활동하고 있는 이주민 관련 시민단체 들 간의 협력은 필수적이다. 따라서, 경기도의 외국인노동자 지원체계는 이러한 시민단체와 외국인복지센터와의 협력이 바탕이 되어야 하며, 함께 “상생”할 수 있는 방안을 모색해야 할 것이다. 따라서 지원체계를 효율화 하기 위해 각 시군의 외국인노동자 지원체계를 특성에 맞게 ‘외국인복지센터 주도형’, ‘민간단체 주도형’, ‘유관기관 협력형’으로 유형화하여 시군의 상황에 맞게 선택할 수 있도록 하는 것이 보다 바람직한 것으로 보인다.

This study aimed to examine the need to establish migrant service centers, a specialized agency reflecting the characteristics of Gyeonggi Province where more foreign workers live, compared with other local governments, at the time when support services for migrants evolve into an integrated service type. This study also seeks to create efficient operation measures. To this end, theoretical discussions related with foreign workers were carried out, policies of the central government and Gyeonggi Province government, as well as the operations and use status of migrant service centers, were analyzed, and efficient operation measures were presented. In conclusion, this study presented the following suggestions for efficient operations of the migrant service centers: ① Investigation of the local community’s infrastructure and selection of agencies used ② Provision of integrated operational guidelines of Gyeonggi Province and evaluation of regular operations ③ Consolidation of staff’s competence and assurance of operations’ stability ④ Expansion of area into 31 cities and counties and support of linkage cooperation.
