이 글은 민주화 이후 시민운동의 성장과 위기를 운동리더십의 차원에서 재해석한다. 특히 1990년대 이후 시민운동의 급속한 성장을 추동한 요인들 가운데 ‘제도적 전문주의’에 논의를 집중한다. 제도적 전문주의는 고도로 제도화된 사회운동이 복합적이고 다원화된 운동의 이슈를 해결하기 위해 전문지식을 운동지식으로 동원하고 변형시키는 운동리더십의 한 유형이다. 그러나 제도적 전문주의에 기초한 운동리더십은 사회운동의 전문성과 시민참여의 대중성을 균형있게 전략화하지 못한 결정적 한계를 드러냈다. 이런 점에서 이 글은 시민운동의 위기가 제도적 전문주의에 기초한 운동의 성장이 가져온 일종의 ‘성공의 역설’이었음을 밝히면서 운동리더십의 성찰을 강조한다.

This article reinterprets in terms of movement leadership the growth and crisis of civil movements after democratization in South Korea. Specifically, I concentrate on ‘institutional professionalism’ among factors which have driven the rapid growth of the Korean civil movements since the 1990s. The leadership of institutional professionalism mobilizes and transforms professional knowledge into movement knowledge in an attempt to allow highly institutionalized civil movements to realize the politics of influence. However, movement leadership based on institutional professionalism has revealed a inherent limit, not balancing the expertise of social movement and the popularity of citizen participation. In this context, I emphasizes the reflection of movement leadership, revealing that the crisis of civil movements was a kind of ‘paradox of success’ brought about the growth of movement based on institutional professionalism.
