This study analyzes the ROK Fleet’s relocation project and the Jeju Naval Base plan in terms of the political management proposed by Moore (1995). Since the 2000s, the ROK Navy has carried out policies on the location of two large military facilities. In both policies, conflicts were inevitable as military facilities were perceived as non-favored facilities by local residents, and environmental factors and regional economic problems were intricately intertwined. The questions is, why do most of us remember only the case of Jeju? This study analyzes the success and failure of policy. After introducing the process of policy development, this study uses the political management strategy suggested by Moore as an analytical framework to analyze the two policies. Finally, it suggests the implications that the Navy should understand for implementing similar policies in the future.
