산출량은 증가하나 고용 증가가 수반되지 않는 이른바 ‘고용 없는 성장’(jobless growth) 문제는 경제학 분야의 새로운 논쟁점으로 대두되었다. 국내에서도 이러한 현상이 일부 산업에서 나타나고 있다는 경험적 연구 결과들이 최근 제시되고 있다. 한편 지역경제 분석에서는 산업별 산출액(또는 부가가치) 대신 자료획득이 상대적으로 용이한 고용지표를 지역경제의 정량분석에 이용하는 연구들이 꾸준히 제시되어 왔다. 이 연구는 한국경제에 산출과 고용 간의 안정적인 관계가 존재하는지를 경험적으로 검증하고자 하는 것이다. 이를 위해 1975-2005년 ‘접속불변산업연관표’를 기초 자료로 이용하였으며, 산업별 고용과 산출 간의 관계를 중·장기 고용탄력성 개념을 사용하여 분석하였다. 그 결과 본 연구는 한국경제가 표본기간 동안 경제 전반에 걸쳐 ‘일자리 없는 경기회복’(jobless recovery)이라는 협의의 ‘고용 없는 성장’ 현상뿐 아니라, 고용이 증가하더라도 산출의 증가율보다 현저히 낮은 ‘부진한 고용 증가’(sluggish job growth)라는 광의의 ‘고용 없는 성장’ 현상이 광범위하게 나타나고 있음을 보여 주고 있다. 한편 산업별 고용탄력성은 분석시기별로 상이한 양상을 보여 주고 있는데, 이것은 지역경제의 수량분석에서 생산 대신 고용지표를 사용할 경우 분석시기와 산업별 특성에 따라 통계 자료 이용에 있어 세심한 주의와 조정이 필요함을 시사한다.

‘Jobless growth’ refers to a situation where the real output of an economy increases while employment does not correspondingly increase. In South Korea, the few case studies that have been conducted have concluded that this phenomenon is emerging in some industries. This study was undertaken to verify whether real output and employment in South Korea are stably related in a statistical sense. The empirical relationship between employment and real output was analyzed from 1975 to 2005 using employment elasticity by industry. The empirical result means that the Korean economy shows ‘sluggish job growth’ which the employment growth rate is below the real GDP growth rate during the periods of expansion since the 1975s. Meanwhile, employment elasticity by sector shows a very different pattern according to industries and time. Therefore, when a quantitative analysis of the regional economy uses employment data instead of production, meticulous care should be taken to consider the characteristics of the analysis period and industry statistics.
