日本の安倍內閣は、第１次政權以降リ一ダ一不在と言われた５~６年を經て2012年に再び政權に返り笑き、第2次政權においては日本の政治、經濟、國防などの方面で樣?な變化を模索しつつ實效的な成果を上げてきた。この狀況における安倍首相の政策とリ一ダ一としての役割、そして高い成果を收めている觀光産業の成功要因を分析してみた。 第１次政權での失敗に屈することなく、努力と洞察力に長けた所信、積極的な意志、專門家や黨內有力政治家ならびに知識人たちとの豊富な人脈とコミュニケ一ションを背景とする安定した閣僚システム構築などにリ一ダ一としての資質が見られる。また、政策目標を達成するため各省廳との協力システム構築に努め、調整と統合に努力を惜しまない。さらにその背景には國民の信賴と支持が强力な後押しとして存在したことも忘れてはならない。 上述したように、安倍首相の强力なリ一ダ一シップに加え、各界各層の努力の結果、觀光産業ではインバウンドとリピ一タ一の增加、アジア、世界の觀光大國として浮上するとともにその地位を保持し續けており、このことは經濟的效率の上昇とも密接な關係を成すこととなった。 日本の觀光産業政策は、今後の韓國觀光産業に參考になる点も多いと考えられるため、韓國の實情に合う形に變更を加えれば、取り入れることも可能であると考えている。

Japan’s Abe cabinet has achieved positive results with many changes in economy, politics and national defense when he seized power second time in 2012 after 5-6 years of powerless period. This study analyzed the policy of Prime Minister Abe, his role as a leader and the reason of successful tourism industry. Not submitting to the failure of his first cabinet, he used his efforts, insight, confidence, positive willingness, smooth communication with professionals, powerful politicians in his party and intelligent people for stable cabinet system to achieve his goals as a leader. He made efforts for the coordination and integration to establish cooperation system between departments. There were reliance and support from Japanese people for his leadership. As shown in the above, powerful leadership of the Prime Minister Abe and the efforts of people from many areas contributed to increasing inbound and revisit rate in tourism industry and becoming powerful tourism nation in Asia and in the world. It is closely related to the increase of economic efficiency. The tourism industry policy of Japan could help the tourism industry of Korea a lot later. So it would be good to refer to, revise and apply it to Korean tourism industry considering the Korean situation.
