북한은 6차 핵실험 이후 핵국가 목표의 마지막 단계에 이르렀다는 점을 재차 강조하며 핵 전력화와 작전배치를 추구하고자 한다. 특히, 2017년 한 해 동안 북한이 보여줬던 핵실험과 집중적인 중장거리 미사일 시험발사와 잠수함 발사 탄도미사일을 위한 신형 잠수함 건조 노력 등은 북한의 이러한 주장을 잘 뒷받침해주고 있다. 따라서 본 소고에서는 북한이 주장하는 핵 국가 목표의 마지막 단계가 무엇을 의미하고, 핵 국가목표를 달성한 이후 북한은 어떠한 핵교리와 핵태세를 갖출지를 예측해 보고 북한의 역량 변화가 향후 남북관계에 미칠 영향을 분석하고자 했다. 북한의 핵미사일 능력고도화 수준과 방향을 예측하기 위해서는 북한이 발표한 핵보유국 법안과 핵전략, 그리고 북한의 핵미사일 실험을 통해 보여준 능력 분석이 요구된다. 한편, 북한의 핵능력 고도화 추진이 남북관계에 어떠한 영향을 미치고 있는지에 대해서는, 김정은 체제에 들어온 이후의 북한의 도발과 이전 시기의 도발 간에는 다른 양상을 띠고 있다는 점에 착안해서 분석을 하고자 했다. 따라서 김정은 집권 이후 북한이 발표한 성명서, 담화문, 정책, 법안, 남북간 합의사항 등과 북한의 도발 추이를 연계시켜 봄으로써 북한의 반복되어 온 도발이 현재의 남북관계에 어떠한 함의를 주는지를 살펴보고자 했다. 도발 양상의 변화가 남북관계에 이전과 다른 함의를 주고 있다면, 이에 따른 우리의 대북정책 방향과 내용도 이를 감안해서 수정 및 발전되어야 하기 때문이다.

North Korea has reiterated that it has reached the final stage of the nuclear state goal after sixth nuclear test, and intends to pursue nuclear forces and operational deployment. In particular, several North Korean MRBM, ICBM tests, nuclear test, and a new submarine building for SLBM etc. in 2017, support his assertion. Therefore, in this article, focal point is on what is meant by the final stage of the nuclear state goal that North Korea asserts and what kind of nuclear doctrine and nuclear posture will be expected for Pyongyang after achieving its goal. And it will analyze how North Korea's capacity change will affect inter-Korean relations in the future. In order to predict that level and direction of North Korea's nuclear missile capabilities, it is necessary to analyze the nuclear law, policy, and strategy announced by North Korea and the capability demonstrated through North Korea's nuclear and missile tests. In the meanwhile, it needs to analyze how North Korea's enhancing nuclear capability affect on inter-Korean relations since Kim Jong-Un regime started. Therefore, it tried to link between the North Korean statements, speeches, policies, laws, inter-Korean agreements and the North Korean provocation trends under Kim Jong-Un's regime to investigate what implications of repetitive provocations of North Korea on the current inter-Korean relations. If the provocation is taking on a new aspect and it will give a different implication on inter-Korean relations, it should revise and develop the directions and contents of North Korea policy accordingly.
