이 논문은 북한 최고지도자의 문헌, 즉 「로작」 용어의 등장과정과 김정은 위원장의 로작 내용과 의미, 형식 등에 대해 분석하는 것을 연구의 목적으로 한다. 로작 발표 5년이 지나는 시점에서 김정은 위원장의 로작만을 중점에 둔 연구가 필요하다고 보며 이 글을 통해 그동안 북한이 발표했다고 주장하는 53편의 로작에 대한 특징들을 분석하였다. 그리고 용어의 등장 과정에 대한 이해와 비교분석을 위해 김일성과 김정일 시기의 로작 분석을 하였으며, 그 대상은 로동신문 기사 중 로작이라는 용어가 포함된 기사를 분석 대상으로 하였다. 김정은의 로작은 여러 분야의 글로 이루어져 있으며 등장과정은 과거 김일성의 등장과정과 유사한 양상을 보이고 있다. 김정은의 로작을 통해 통치방식의 특징을 볼 수 있으며, 정책과 노선을 확인할 수 있다. 특히 정책면에서는 경제정책에 대한 언급이 중심을 이루고 있고, 통치를 위해서는 다양한 계층을 대상으로 하는 로작을 발표하여 대중의 단결을 촉구하고 있다는 점을 알 수 있다. 다만 김정은 위원장이 청년동맹과 소년단에 대한 관심이 높다는 것을 빈도를 통해 확인할 수 있다. 그러나 집권기간이 시기적으로 짧다는 점에서 과거 집권자들과 비교할 때 아직은 폭넓은 다양한 분야와 대상에 대한 언급이 부족한 것으로 평가된다. 그리고 최근의 경향을 볼 때 현재까지는 김정일 사망 이후부터 로작이 발표된 것으로 공개하고 있으나, 향후에는 그 전과 이후의 로작들이 지속적으로 발표될 것으로 전망된다. 특히 한반도 문제와 통일문제에 대해서는 신년사에서 언급하는 것이 전부이며 이에 대한 후속 로작이 이어질 것으로 예측해볼 수 있을 것이다.

The purpose of this study was to conduct analysis on how Works - literature of North Korea’s supreme leaders - emerged as well as contents, meanings and forms of Works of leader Kim Jong-Un. Five years on following the pronouncement of his Works, we may need now research focused on his Works. And this study analyzed characteristics of 53 Works North Korea asserted to have pronounced. So, in a bid to have a understanding and comparative analysis of emergence of the term ‘Works’, the study analyzed Works during Kim Il-Sung and Kim Jung-Il periods, targeting at articles including the term Works in Rodong-Shinmun. Kim Jong-Un’ Works was composed of writings in the diverse fields, while its emergence showed similarity with those of Kim Il-Sung and Kim Jung-Il in the past. Through Kim Jong-Un’s Works, the study was able to learn and ascertain the characteristics of his ruling methodology as well as his policy and stances. And it could also learn that the aspect of policies, in particular, consisted mainly of mentions about economic policies and Kim Jong-Un pursued the unity of people by pronouncing Works for a diverse range of classes for the purpose of ruling. And yet through the frequency of his mentioning, the study could learn of his keen interest in Youth League and the Boy Scouts. Given his short period in power, his Works was assessed to lack mentioning on diverse fields and subjects in comparison with those of leaders in the past. In light of the recent trend, it can be predicted that Works before and after the death of Kim Jung-Il would continue to be pronounced, though his Works so far was known to have been pronounced since his father’s death. Especially Korean Peninsula issue and unification issue all were mentioned only at the New Year’s addresses and the study predicts successive Works about them may continue to be made.
