본 연구는 광주광역시 사례를 통해 광역·기초지방정부 신뢰에 영향을 미치는 정부요인들 사이의 영향력의 차이를 분석하는 한편 그러한 차이를 나타내는 요인들의 특성을 검토한다. 영향력 분석의 대상인 정부요인은 그 특성을 기준으로 성과, 연계성 및 공직윤리의 세 가지 영역으로 분류하여, 성과 영역에서는 정책성과로서의 정책결과 그리고 공직자 역량으로서의 적법성과 효율성 등 3가지; 연계성 영역에서는 대응성과 책임성 2가지; 공직윤리 영역에서는 청렴성과 봉사성 2가지 등 모두 7가지를 선정했다. 분석결과, 상대적으로 성과는 광역지방정부신뢰에 보다 큰 영향을 미치고, 연계성은 기초지방정부신뢰에 보다 큰 영향을 미치며, 공직윤리는 광역지방정부신뢰와 기초지방정부신뢰에 유사한 영향을 미치는 것으로 판명되었다. 즉 대규모 사무를 처리하는 광역지방정부에 대해서는 특히 정책성과가 보다 중요한 신뢰기준이 되고, 주민생활에 밀착된 소규모의 사무들을 처리하고 주민들이 자주 접촉하는 기초지방정부에 대해서는 정부-주민 사이의 연계성이 보다 중요한 신뢰기준이 되며, 공직윤리는 사업규모나 주민접촉과는 상관없이 광역/기초지방정부에 대한 보편적인 신뢰기준이 된다.

This study aims to examine the characteristics of determinants of trust in the wide area and basic local governments in the case of Gwangju Metropolitan City. The determinants of trust in local government to be analyzed are classified into three types according to their characteristics, such as type of performance including three determinants of policy outcome, legitimacy and efficiency, type of linkage including two determinants of responsiveness and responsibility, and type of public office ethics including two determinants of probity and service spirit. The results of analysis show as follows. The determinants of performance type have greater influence on trust in wide area local government, while the determinants of linkage type have more influence on trust in basic local government. And the determinants of the type of public service ethics have a similar effect on trust in wide area and basic local government.
