2017년 인도, 파키스탄 가입으로 SCO는 유라시아대륙을 포괄하는 정치, 경제적 위상과 전략적 가치를 증대시켰다. 양국의 가입으로 회원국들의 역학관계변화는 물론, 의제, 가치 지향성, 성격, 목표 등이 보다 개방적이고 유연해질 것이다. 특히 SCO가 ‘비민주적 국가들의 모임’, ‘반미(反美)연대’ 라는 일부의 우려 역시 미국의 전략적 파트너이자 민주국가인 인도의 가입과 중국성장에 대한 러시아의 견제심리로 근거가 약화되고 있다.
그동안 한미동맹을 중심축으로 중국 등과의 양자관계를 통한 북핵 해결과 평화체제구축에 한계를 절감한 한국정부는 동북아 다자협의체 창설을 모색해 왔지만 성과가 미미한 실정이다. 따라서 해결책으로 주요강대국이 참여하는 유라시아차원의 다자협력체 참여를 제안한다. SCO는 창설 이후 안보, 경제문제를 포괄하는 협력 플랫폼으로 발전해왔기 때문에 한반도의 긴장완화는 물론 유라시아 시장통합과 한국의 다양한 대외정책옵션 발굴에도 긍정적 기여를 할 수 있다. 특히 상호 존중, 평등, 내정불간섭 등 SCO의 핵심원칙들은 강대국들의 일방적인 보복이나 개입을 우려하는 중견국들에게도 매우 필요한 가치이다. 때문에 한국은 편승과 우회 전략으로 SCO와 협력을 모색하면서 유라시아대륙 차원의 국제공조 시스템을 구축해야 한다. 이를 위해 한국은 개발도상국들의 산업화 지원을 통한 공정한 가치사슬 구축, 상호발전, 수평적 국제관계추구라는 일관된 대외정책의 철학과 목표를 제시하면서 국제적 리더십을 제고할 필요가 있다.
In June 2017, with the accession of India and Pakistan, the Shanghai Cooperation Organization (SCO) elevated its international status and strategic value as a pan-Asian forum, along with geographical extension. Particularly, it is highly likely that with the two countries the SCO could be more open and flexible, as well as change in internal dynamics, agendas, value orientation, personality, and goals. Although some are concerned about SCO, such as the authoritarian club and the China-Russia solidarity against for US, the SCO with India - one of the major US partners and democratic country might dispel such negative images somehow.
The South Korean government has understood how it was difficult to solve the North Korean nuclear issue solely by bilateral relations with the ROK-US Alliance and China. So it has been seeking for building a multilateral consultative body as a complementary measure to deal with the North Korean nuclear issue. In this regard, this paper argues that it is necessary to consider the multilateral cooperation concept on the Eurasian level that can contribute to peace and common prosperity on the Korean peninsula and the surrounding area and the SCO is the first viable option for South Korea to cooperate with. The SCO has the potential to play a positive role in Northeast Asia since it has grown as a cooperation platform for various countries as well as various security problem-solving experiences since its establishment. South Korea should seek an institutional mechanism to mitigate the current geopolitical crisis by actively seeking participation in SCO under the strategy of bandwagoning and detour.
