인구감소 및 인구구조변화에 대한 위기의식이 대두되면서 관련 연구도 활발하게 이루어져 왔다. 이들 연구는 크게 두 가지 유형으로 분류할 수 있는데, 첫째는 저출산·고령화의 문제에 초점을 맞추고 대응방안을 모색하는 연구이다. 둘째는 인구감소 및 인구구조변화가 가져올 사회경제적 영향 등을 거시적인 차원에서 분석하고 인구변화에 대한 적극적 정책대응 필요성을 강조하고 있는 연구들이다. 그러나 인구감소 및 인구구조변화로 인한 그 영향력의 수준은 국가차원과 지역단위에서 차이가 존재할 수 있는데, 개발 지자체 입장에서는 지역의 인구변화에 의한 사회경제적 파급효과에 더욱 민감하게 반응할 수밖에 없기 때문이다. 따라서 지자체 입장에서는 해당 지역의 지속적인 발전과 존립을 위해 인구감소 및 인구구조 변화에 적극적으로 대응하는 것이 필수라는 주장도 대두된다. 그러나 개별 지자체 단위에서 실제 인구감소 현황 및 인구구조변화 실태를 분석하고, 이러한 인구구조 변화에 대응한 지방자치단체의 대응전략 및 방향을 구체적으로 분석하고 있는 연구는 찾아보기 힘들다. 따라서 본 연구는 현재 당면하고 있는 인구감소의 위기 및 인구구조변화 추세 하에서 지역단위 인구문제 대응 정책의 필요성을 제기하고, 지방자치단체 주도로 인구대응정책을 적극적으로 추진하고 있는 사례를 살펴보고자 한다. 강원도 화천군의 경우 비교적 일찍부터 지역의 인구감소 원인 및 그 구조변화의 중요성을 인식하고, 인구변화에 대응하는 정책 방안을 마련하기 위해 노력해 왔다는 점이 특징이다. 따라서 본 연구에서는 화천군의 인구변화 대응 정책을 분석하고 그 시사점을 도출함으로써, 향후 지자체 단위에서 인구정책을 추진하기 위한 대응방향을 모색해보고자 한다.

The total population decrease and associated demographic changes have been raised as a serious issue that might cause enormous social and economic effects. Such issue of demographic changes may have grater impacts on small and medium cities in Korea, who have already been suffered from socioeconomic decline. However, most studies focus on the issues of low birthrate and aging or socioeconomic effects at the macro level, and it is hard to find studies that examine actual demographic change at the local level and local government’s policy response to those local population issue. Thus, this study argues the importance and necessity of local level responses to local demographic change, and conducts an in-depth case study. Hwacheon-gun is a typical case that has paid greater attentions on the local population issue since the late 2000 and tried to create local strategies to effectively respond to those changing circumstances. This study examines the Hwacheon-gun case by looking at the actual population change and the local government’s response in terms of policy background-purpose-implication.
