이 연구는 일본 도시계획관리의 주요 특례인 「도시재생 긴급정비 지역」과 「특정 도시재생 긴급정비 지역」이 지정됨에 따라 도쿄도가 추진하고 있는 도시재생 정책 및 관련 제도 설계의 현황에 대해 고찰하였다. 특히, 도쿄도 내 9개 중심 도심지구별 주요 도시재생 사업에 대한 사례분석을 통해 도시재생 정책의 현황, 도시재생 기법의 주요내용과 속성, 도시계획의 전개과정 및 제도 수립의 흐름, 향후 방향성 등을 살펴보았다. 이를 통해 우리나라 도시재생 뉴딜 사업 추진에 적용 가능한 시사점을 도출하였다.

This study reviewed “Urgent Urban Renewal Areas” and “Specific Urgent Urban Renewal Areas” as the major special cases of urban planning management system in view of the research on Tokyo urban regeneration policy and its institution building. By selecting nine central urban core zones in the Tokyo metropolitan areas as the related cases, it analyzed the comprehensive urban and regional planning and its practical experience that Tokyo has performed in order to enhance international competitiveness. This study investigated the main features and policy implications of Tokyo urban regeneration policy, and it could provide the meaningful references for the long-term and stable development, the policy application in a flexible manner, and the effective achievement of goals of Tokyo urban regeneration. Through the cases of Tokyo, the implications for Korean urban regeneration new deal projects were elicited.
