본 연구는 정부의 ‘외국인 유학생 유치·관리 역량 인증제’ 도입에 의한 정책적 효과를 양적 측면과 질적 측면으로 구분하여 살펴보았다. 이를 위해 첫째, 국내 대학에 재학 중인 외국인 유학생들의 실태 및 연도별 변화 추세를 살펴보았다. 둘째, 2012년 이후 외국인 유학생 수의 변화를 통해 ‘외국인 유학생 유치·관리 역량 인증제’ 도입 성과의 양적 측면을, 외국인 유학생들의 한국어 능력 수준의 변화를 통해 질적 측면을 분석해 보고, 인증제의 도입 효과가 지속적으로 대학의 외국인 유학생 유치 및 질 관리에 긍정적인 영향을 미치고 있는지를 실증적으로 살펴보았다. 분석결과, 2012년 ‘외국인 유학생 유치·관리 역량 인증제’ 도입 이후 국내 대학의 정규 학위과정에 재학하고 있는 외국인 유학생 수는 크게 감소하였다. 그러나 각 대학의 TOPIK 4급 이상 외국인 유학생 비율을 분석한 결과, 2012년 이후 우수한 한국어 능력을 갖춘 외국인 유학생들의 비율이 크게 증가하였다. 즉, 양적 규모는 줄어들었으나 질적으로는 보다 향상된 것으로 나타났다. 한국어 능력의 향상만으로 외국인 유학생들의 질적 수준이 제고되었다고 보기는 어렵지만, 적어도 대학에서 이루어지는 외국인 유학생 교육이나 관리, 지원 등이 보다 효과적으로 이루어질 수 있는 최소한의 여건이 조성되고 있다 할 수 있을 것이다. 향후 외국인 유학생들의 한국어 능력 향상이 과연 유학생들의 다양성 확대나 중도탈락률 완화, 졸업성적 및 취업률 향상 등에 긍정적인 영향을 미쳤는지를 분석할 필요가 있을 것으로 보인다.

The purpose of this study is to investigate the qualitative and quantitative effects of the IEQAS which was initiated in 2012 by the Korean government in attempt to improve international students’ learning environment in Korean universities. This study thoroughly explored the changing trend of international students' number in Korean universities. Then, the influential power of IEQAS which was introduced in 2012 was investigated by exploring change in the number of international student and their Korean language proficiency. According to the result of the analysis, the number of international students enrolled in regular degree program in Korean universities has declined significantly since the introduction of IEQAS in 2012. On the other hand, although the total number of international students has declined, it was found that the proportion of international students who have higher proficiency on Korean language(over TOPIK grade 4) increased significantly. This study shows potential that the quality of international students may improve in the future due to the introduction of IEQAS. Also, this study investigated various factors that need to be considered to further increase the competitiveness of Korean universities' effective internationalization.
