학자금대출제도의 변화와 함께 보증방식, 금리, 대출조건, 상환방식 등이 변화함에 따라, 현재 20-30대 대졸자는 다양한 유형의 학자금대출을 보유하고 있다. 본 연구에서는 학자금 대출 이용과 상환 실태를 살펴보고, 변화된 학자금대출제도 유형(이차보전방식, 정부보증, 일반상환, 취업 후 상환 학자금대출, 농어촌출신대학생 학자금융자)에 따라 학자금대출 이용과 상환 특성을 비교하였다. 또한 현재의 상환상태를 파악하고, 이에 따라 학자금대출 이용 및 상환 특성을 비교하였다. 2ㆍ3년제 및 4년제 대졸자 중 학자금대출을 받은 경험이 있는 20-30대 남녀를 대상으로 온라인 설문조사를 시행하였고, 총 315부를 최종분석에 사용하였다. 본 연구의 주요 결과는 다음과 같다.
첫째, 조사대상자들은 평균 3.6학기 동안 총 1,067.5만원의 학자금대출을 받았고, 평균적으로 총 학비의 약 43%를 학자금대출로 충당한 것으로 나타났으며, 조사대상자의 76%가 학자금대출 상환을 주로 본인이 하고 있었다. 둘째, 학자금대출제도 유형에 따라 대출 이용 및 상환 특성을 비교한 결과, 취업 후 상환 대출을 받은 집단이 일반상환 대출을 받은 집단 보다 학자금대출을 받은 총 학기 수, 대출총액이 많았으며, 상환을 완료하지 못한 비율이 높았다. 셋째, 2ㆍ3년제 대학을 졸업했고, 연령이 높고, 기혼이고, 월평균소득이 높은 응답자들이 학자금대출 상환을 완료한 비율이 높았다. 상환을 완료하지 못한 집단은 학자금대출을 받은 학기 수, 총 학비와 대출총액이 많고, 총 학비 대비 학자금대출의 비율이 높았다. 또한 상환완료 집단은 평균 5.4년 만에 학자금대출 상환을 완료한 것에 반해, 상환 미완료집단은 평균 8.6년 동안 학자금대출로 인한 부채를 보유하고 있었다. 넷째, 원금과 이자를 상환하고 있는 응답자의 월평균 상환액은 약 32만원이었고, 이들은 최초로 학자금대출을 받은 시점부터 상환을 완료하기 까지 약 10년이 소요될 것으로 예상했다.
With changes in the student loan system and changes in the guarantee method, interest rates, terms, and repayment methods, 20-30 college graduates have various types of student loans. This study compared respondents’ socioeconomic, college characteristics, debt and repayment characteristics according to the type of student loan programs (Government -Supported Loan, Government-Guaranteed Loan, Direct Loan, Income Contingent Loan, Loan for Rural Students), and repayment status. An online survey was conducted on 20-30s college graduates who had received students loans. A total of 315 responses were analyzed. The findings are as follows.
First, respondents have received student loans of 10,675,000 won during 3.6 semesters, and on average 43% of the total tuition fees were covered by student loans. About 76% of the respondents repay student loans by themselves. Second, as a result of comparing the characteristics by the type of student loan programs, the group that received Income Contingent Loans had more number of semesters and more amount of loans than the group that received Direct Loans. And those who received Income Contingent Loans were less like to complete repayment of student loans. Third, those who graduated from a two or three year college and were higher aged, married, and had higher income were more likely to complete repayment of student loans. On the other hand, the group that did not complete the repayment had a more number of semesters, tuition fees, amount of loans, and the ratio of amount of student loans to total tuition fees than the group that completed repayment. Fourth, the monthly average repayment amount of the respondents who repay the principal and interest was about 320,000 won, and they were expected to take about 10 years from the time they first received the student loans to complete it.
