본 연구는 어린이집 교사들이 유아의 문제행동을 지도할 때 CCTV로 인해 어떠한 어려움을 경험하고 있으며 이에 따른 개선방안은 무엇인지를 알아보는데 연구목적이 있다. 이를 위해 어린이집 교사 10명을 연구참여자로 선정하여 2017년 5월부터 9월까지 심층면담을 실시하고 부가적으로 참여관찰을 진행하였다. 연구결과 교실에 CCTV가 설치된 상황은 교사가 적극적인 문제행동 지도를 할 수 없는 어려움을 초래하고 있었다. 교사들은 CCTV 설치 이전에 비해 제한적인 신체접촉을 하거나 적극적인 지도를 회피하고 소극적인 방식으로 지도하고 있었으며 이에 대한 한계를 느끼는 모습도 보여주었다. 또한 교사들은 CCTV 설치로 인해 유아의 문제행동을 지도할 때 지도와 아동학대라는 경계선 사이에서 심리적인 어려움을 겪고 있었다. 교사들은 문제행동을 지도하는 과정에서 CCTV를 의식하여 위축되고 불안한 모습을 보여주었고, ‘어떻게 보이는가’의 측면에서 다양한 어려움을 겪는 것으로 나타났다. 어린이집 CCTV 의무화로 인한 유아 문제행동 지도의 어려움 개선방안에 대해서 교사들은 문제행동 지도 측면을 고려한 새롭고 명확한 아동학대 기준 마련, 문제행동지도 상황 이해를 위한 부모 소통 기회 확대, 변화된 환경을 반영한 문제행동 지도 관련 연수 및 전문가 자문이 필요하다고 하였다. 본 연구결과를 기초로 어린이집 CCTV 의무화 법안의 개정 필요성을 제기하였고 유아를 존중하면서 문제가 되는 행동을 지도하는 긍정적인 행동지도 방법의 실천 필요성에 대해 논의하였다.

The purpose of this study was to examine the difficulties that teachers experience when teaching children with behavior problems due to the mandatory CCTV in child care centers and how to improve these difficulties regarding addressing children’s behavior problems. A number of 10 child care teachers were selected as research participants and subjected to in-depth interviews from May to September, 2017. The results suggest that the context in which CCTV is installed in the classroom is causing difficulties in teaching method and psychological stress for teachers. Teachers showed limited physical contact, only used verbal notice, avoided active guidance, and felt restricted as compared to the time before the CCTV’s installation. Teachers were experiencing psychological difficulties in guiding behavior problems of children due to the installation of CCTV, oscillating between the boundary of guidance and the concern for being accused of child abuse. Teachers are concerned that the process of teaching behavior problems might be seen as child abuse, showed a shrinking and anxious state, and expressed difficulties in terms of ‘how it looks'. As for the ways to improve the difficulties in teaching behavior problems of children due to the mandatory CCTV in child care, teachers suggest that new standards of child abuse should be established considering the aspect of problem behavior, expand parent participation to understand the situation of child care and behavior guidance, and training and expert support for behavior problems guidance. Based on the results of this study, the necessity to reform the mandatory CCTV in child care legislation was raised, and the necessity of practicing positive behavior strategies to guide problem behaviors while respecting children was discussed.
