교육혁신도시를 목표하는 오산시에서는 관내에 소재하는 일반계 고등학교에 재학 중인 1, 2학년 학생들 중에서 선발된 학생들을 대상으로 지자체가 지원하는 ‘방과 후 프로그램’으로서 2014년부터 진로선택 지원 프로그램(“얼리버드 사업”)을 운영하고 있다. 본 연구는 이 프로그램에 대한 ‘실행연구’(action research, 實行硏究)로 진행된다. 실행연구란 일종의 ‘현장연구’(field study)로서 현장밀착형의 학문적 연구로서 본 연구의 ‘연구방법론’이기도 하다. 본 연구의 목적은 ‘실행연구를 통한 현장프로그램의 개선’이다. 연구의 결과는 불완전한 요구분석을 토대로 계획안이 수립되고 이에 준하여 프로그램이 실행되면서 결과적으로 많은 반성적 성찰거리를 남겨 놓게 되었다. 이러한 반성적 성찰의 과정이 제대로 피드백될 때 2017년도는 보다 성숙한 프로그램을 계획하고 실행할 수 있을 것이다. 2016년 프로그램 운영 결과에 대한 최대의 관심과 난제는 앞으로 보다 ‘질적으로 향상된 프로그램의 기획 및 운영’을 통해서 학생들의 프로그램 중도이탈율을 낮추고 졸업률을 높일 수 있는 방안을 강구하는 것이라고 할 수 있다. 오랜 전통을 가진 선진국들의 진로교육 프로그램들은 대부분 프로그램 진행 중 학생들의 ‘중도 진로변경’을 자유롭게 보장하는 시스템을 도입 운영한지 오래되었다. 즉 선진국의 진로교육은 학생 개개인의 관심과 호기심 그리고 심지어는 자신의 꿈과 끼 내지 적성과 재능, 능력도 늘 가변적이기 때문에, 진로교육은 이러한 학생들의 취향 변화와 눈높이에 맞추어서 진로변경의 노선을 항상 다양하고 용이하게 열어 두어야 한다는 취지의 ‘진로교육 철학’을 수립하여 적용하고 있다. 이러한 차원에서 얼리버드 사업은 이러한 사실을 신중하게 고려할 필요가 있다.

Osan City, which aims to become an educational innovation city, operates a career selection support program (“Early Bird Project”) from 2014. For this project, Osan City select 1st and 2nd grade students in general high schools in the city and support them as ‘after school program’. This study is conducted as an ‘action research’ for this program. Action research is a kind of ‘field study’ which is a field-based academic research and is also a research methodology of this research. The purpose of this study is ‘Improvement of field program through action research’. The results of the study are based on the analysis of incomplete needs, and as a result, the program has been implemented, resulting in many reflections. 2017 will be able to plan and implement a more mature program when this reflective reflection process is properly fed back. The greatest interest and challenge for the results of the 2016 program is to plan for and improve the graduation rate by lowering the drop-out rate of the students through ‘planning and operation of qualitatively improved programs’ in the future. Career education programs in the developed countries with long traditions have long been introduced and operated by the system that allows students to freely change their “career in the middle” during the program. In other words, career education in the developed countries is always in the interest of students, curiosity, and even their dreams, talent, abilities, which are constantly changing. Therefore, career education has established and applied ‘Career Education Philosophy’, which aims to always open various and easy lines of career change in accordance with these students’ preference change and eye level. In this regard, the Early Bird project needs to consider this fact carefully.
