원전 정책이 경제성과 안전성을 확보하며 성공적으로 추진되려면 시민과 정부, 한수원, 언론 등의 효과적인 커뮤니케이션이 요구된다. 이 글은 고리원전 지역의 원전 커뮤니케이션의 문제점을 확인하고 개선방안을 제시하기 위해 지역사회의 민간과 공적 지도자를 대상으로 심층설문조사를 실시하고 긍정적 정보와 부정적 정보의 유통 과정을 파악하고, 두 집단의 공통점과 차이점을 분석하고, 문제점을 밝히고, 개선방안을 제안했다. 첫째, 긍정적 정보의 유통 과정에서 정보원인 한수원과 친원전 그룹의 신뢰도가 높지 않았고, 공적 지도자와 한수원은 주민의 의견과 반응을 적극적으로 수용했다. 둘째, 부정적 정보의 유통 과정에서 미디어의 뉴스와 반원전 단체가 주요 정보원이지만 공적 지도자는 이들 정보를 제한적으로 수용했다. 셋째, 원전 커뮤니케이션의 문제점과 개선방안으로 한수원 중심의 정보원 구조를 탈피하고, 시민과 주민 지도자 그리고 원전에 대한 찬반단체가 참여하는 협의체, 주민 단체 등으로 넓히고, 메시지에 충분한 정보를 쉬운 용어로 신속하게 전달하고, 정기적 쌍방향 소통을 추구하고, 다양한 입장의 지도자와 주민을 만날 것을 제안했다.

Fukusima nuclear disaster accidents in 2011 and earthquakes near Gyeongju and Pohang since 2016 has made additional nuclear power plants building very difficult. This study tries to find communication characters between civil and public local leaders at Kori nuclear power plants. The research method is depth interview with local leaders. The findings are as follows: First, affirmative sources such as the Korea Hydro & Nuclear Power Co. a state-run nuclear power plant operator and pro-nuclear power group have less credibility to their information. While public local leaders actively respond to public opinion, residents have dual stances : formal dissent and informal consent to nuclear power policy. Second, main negative sources such as media and antinuclear rally have less credibility to public local leaders because of their getting information from local government and the Korea Hydro & Nuclear Power Company. Lastly, effective interactive two way communication of nuclear power plant will be achieved by fast and easy messages, and diverse information sources including pro and anti local residents and leaders,
