본 연구는 재정건전성에 도움이 되는 제도적 조건을 탐색하는 연구로 재정제도와 정치제도에 주목하였다. 본 연구에서는 OECD 국가들을 대상으로 재정준칙과 독립적 재정기구 등 재정제도가 효과적으로 운영되기 위한 제도적 조건을 퍼지셋 질적비교 방법을 통해 분석하였다. 분석 결과, 재정준칙을 도입하거나 독립적 재정기구를 설치한다고 재정건전성이 무조건적으로 개선되거나 악화를 방지하는 것은 아님을 발견하였다. 또한 재정건전화를 달성하기 위한 정치적 의지가 강력하고 이를 지탱할 수 있는 정치적 합의가 제도적인 차원에서 담보되어야만 재정적자와 국가채무를 낮추는 등의 효과를 가질 수 있음을 확인하였다. 최근 정부가 재정건전화법안을 국회에 제출(2016. 10)한 이후 재정준칙과 독립적 재정기구의 효력에 대한 논의가 진행되고 있다. 그러나 본 연구에 의하면 우리나라에서 단순히 재정준칙을 도입하거나 독립적 재정기구가 설치·보완된다고 재정건전성이 확보된다는 보장은 없다. 관련 제도적 장치와 정치적 합의가 마련되지 않은 상태에서는 재정준칙이나 독립적 재정기구가 존재하더라도 재정위기 극복 과정을 제외한 평상시에는 재정건전성에 영향을 미칠 가능성이 높지 않다. 따라서 재정건전화를 위한 정치적 의지가 강하게 발현되고 그것을 예산과정에 강력하게 옮기기 위한 제도적 장치가 마련되어야 그러한 재정제도가 상시적으로 효과를 발휘할 수 있을 것이다.

This study explores institutional conditions under which fiscal policy tools such as fiscal rules and independent fiscal institutions can contribute to fiscal soundness and sustainability. In this study, we conduct a fuzzy-set qualitative comparative analysis using data of OECD member countries. Our findings show that the introduction of fiscal rules and/or the establishment of independent fiscal institutions do not always improve or deteriorate fiscal soundness. Furthermore, strong political will and political consensus can lead to fiscal soundness regardless of the introduction of fiscal rules or independent fiscal institutions. Fiscal rules and independent fiscal institutions came to draw public attention since the Korean government submitted the Fiscal Consolidation Act to the National Assembly recently. However this study shows that the introduction of fiscal rules and the establishment of independent fiscal institutions do not guarantee fiscal soundness. In the absence of relevant institutional conditions and political consensus, fiscal rules and/or independent financial institutions may not lead to fiscal soundness and sustainability. These policy tools are effective only when a government tries to overcome the fiscal crisis. Strong political will, political consensus, and the institutional conditions under which the consensus can be realized in the budget process are the necessary conditions for a sustainable fiscal policy.
