본 논문은 기관의 기능과 예산유형이 고려된 관료(부서)의 관청형성전략모형의 도출 및 이에 근거한 한국중앙부서의 기관유형 변화양상 분석을 목적으로 한다. 분석대상 및 범위는 1995년, 2000년, 2005년, 2010년, 2015년 51개 중앙부서이며 핵심예산과 순관청예산(민간이전예산), 관청예산을 기준으로 퍼지셋이상형분석(Fuzzy-set ideal type analysis)을 활용하여 8개의 기관유형을 도출하였다. 분석결과 한국의 중앙부서는 핵심예산이 중요한 기능을 수행하는 전달기관유형이 가장 높은 빈도를 보이고 있으며 민간이전을 통한 공공서비스 제공기관이 증가하는 추세에 있는 것으로 나타났다. 또한 분석기간 중 기관유형이 변화하지 않은 부서는 강한 핵심예산 혹은 강한 순관청예산을 지닌 부서이며 주로 핵심예산과 순관청예산이 낮거나 중간 수준인 부서에서 기관유형의 질적 변화가 발견되었다. 이는 기능유형이 명확한 기관의 경우 현재의 전략을 유지하는 관청형성전략의 “경로의존성”이 나타날 수 있으며 상대적으로 기관의 기능유형이 모호한 경우 다양한 관청형성전략이 구사될 가능성이 있음을 시사한다.

The main focus of this study is to analyse the bureau-type changes of the Korean central agencies based on a model of bureau-shaping strategy considering functions and budget types of each agency. The scope of analysis is 51 central agencies in the year of 1995, 2000, 2005, 2010, and 2015. As a result of conducting Fuzzy-set ideal type analysis, eight bureau-types are suggested from the core-budget, the net-bureau-budget, and the bureau-budget. The most frequent functional type is delivery agencies, and it is also noteworthy that the agencies which provide public goods through transferring expenditure to the private sector have been on the rise. Meanwhile, agencies with no change in agency-type are those with strong core-budget or strong net-bureau-budget. On the other hand, critical changes of agency-type have found in the agencies with weak or moderate core/net-bureau-budget. These results show that agencies with clear functional type are likely to maintain current bureau-shaping strategies. In contrast, the other agencies with not clear functional type may adopt various bureau-shaping strategies.
