이 연구의 목적은 공동체의식의 일환으로서 사회자본의 갈등관리 기능을 경험적으로 확인함으로써, 층간소음 갈등의 발생원인에 대해 보다 종합적인 이해를 시도하는데 있다. 기존의 층간소음 관련 연구들은 주로 소음저감 설비기준이나 갈등조정기구의 마련 등을 층간소음 갈등의 해결방안으로 제시해왔다. 많은 연구자들이 층간소음 갈등의 해결방안으로 공동체의식의 함양을 공통적으로 제시하고 있으나, 대개 선언적 의미에 국한될 뿐, 이에 대한 실증적인 연구는 찾아보기 어렵다. 이에 본 연구에서는 사회자본의 개념을 통해 공동체의식이 층간소음 갈등의 예방 또는 해소에 어떠한 영향을 미치는지를 경험적으로 확인하고자 했다. 2010년 ~ 2015년 서울시 자치구별 층간소음 관련민원을 바탕으로 실증분석을 수행한 결과 사회자본이 높은 지역일수록 층간소음으로 인한 주민 간 갈등이 낮은 것으로 나타나, 공동체 의식의 함양이 실제 층간소음 갈등을 예방 또는 해결하는데 실질적으로 기여할 수 있음을 확인하였다.

The purpose of this study is to understand the causes of inter-floor noise conflicts more comprehensively and to empirically confirm the role of social capital as a means of conflict management. The existing studies have proposed the noise reduction systems or the conflict management institutions as the solutions for the disputes over inter-floor noise. Although many researchers commonly suggest the cultivation of sense of community as a solution to the inter-floor noise conflict, their claim was simply habitual assertion without empirical evidence or serious academic consideration. The purpose of this study is to empirically identify the effects of sense of community on the prevention or resolution of inter-floor noise conflicts by using the concept of social capital. As a result of the empirical analysis using the inter-floor noise complaint data collected by 25 local governments in Seoul from 2010 to 2015, it was found that the higher the level of social capital of local district, the less conflict between residents due to the inter-floor noise. It means that the cultivation of sense of community can contribute substantially to preventing or solving actual inter-floor noise conflicts.
