본고는 삼척 지역에서 지금도 믿음의 대상이 되고 있는 퇴조비와 그 설화에 대한 연구이다. 허목이 삼척부사로 가서 퇴조비를 만들어 조수를 물러가게 해 부민을 돕고, 깨뜨려질 때에 대비해 하나를 더 만들어 두었다는 선견지명을 감탄하는 설화는 전국적인 분포를 보이며 널리 알려져 있다. 이 설화는 허목이라는 실존 인물이 퇴조비를 세웠다는 역사적 사실에 근거를 두고, 퇴조비로 인해 바닷물이 더 이상 밀려들어오지 못했다는 허구적 설정으로 민중의 소망을 표현한 결과물로 보인다. 문학적 구성면에서 보면, 조수로 인한 피해를 막고 싶어하는 백성의 염원이 주술적 기원으로 나타나고, 이를 합리적 견지에서 부정하며, 그럼에도 다시 자연에 대한 초합리적 이해를 기대하는 민중적 사고를 보여준다. 이러한 단계적 사고 방식은 당시로서는 가공할 자연 현상에 대한 합리적인 대응방안이었을 것으로 간주해야 할 것이다. 민중이 허목에 기대어 설화를 구성한 것은 그가 실제로 삼척 부사를 지냈다는 점과 함께, 도가적 성향의 책을 저술하고 도가 인물전을 펴낸 것 등 당시의 강고한 유학적 합리성에 대항하였던 사실 때문이었을 것이다. 허목 소재 다른 설화들과의 관계 속에서 보면, 이인 설화의 전통, 당대 현실 맥락, 허목 개인의 특수한 상황이 결합하여 이러한 설화가 생성되었음을 본문에서 논하였다. 나아가 이 설화는 크게는 성석설화의 일종이며, 만파식적 설화, 해가사 설화와도 접맥될 수 있다는 점을 말하였다.

There is a stone tablet called Tonghaebi or Toechobi which is believed to send back the overflowing of the sea in Samchok, KangWon Province. It has some story and people of the land still believe the efficacy of that story and stone tablet. In the folktale HeoMok went Samchok as a provincial governor. The people were afraid of the overflowing of the sea. It devastated their husbandry and they lead a rough life. He made two stone tablets and established on the seashore and after that there was no overflowing. Several years later other governor came and hearing it he snarled and broke it into pieces. In a moment the sea was overflowing. He didn't know what to do. But there was another stone tablet HeoMok prepared. We see the folkloristic organization of the story. Folks showed their wish to stop up the damage even by incantation that is just seemed to be a superstition. But next governor denied it in the view of confucian rationalism. The story of second established stone tablet showed us the people's hope against the sea overflowing even by the super rational solution. We understand in those days it was the only rational way to overwhelm the nature which has the awesome power by irrational or super rational method. It was the way of the public thought It seemed that this folktale was composed in virtue of the fact that HeoMok was an existed governor in history and he also wrote Taoistic books. Taoism functioned critically against Confucianism at that time. We alse apprehend this folktale in relation with other stories such as Saint stone, the Flute to calm 10,000 waves and turtle song to rescue Lady Suro in Samkuk-Yusa.
