본고에서는 구비문학의 문화적 전통이 축제를 통해 올바로 전승될 수 있는 방안을 제시하였다. 아울러 축제의 본질인 ‘참여’와 ‘흥미’의 측면도 고려하였다. 정선의 아리랑제는 기획의 부재로 정선 아리랑이 전승될 수 있는 구비문학적 환경을 조성하는데 영향을 미치지 못했다. 진도의 영등제는 부단한 노력으로 전설과 흥이 어우러진 축제다운 축제로 변모되었으나 그러한 과정에서 구비문학 전공자들의 소극적인 참여가 아쉬웠다. 단양의 온달문화축제는 보여주기식 행사 위주로 진행되어 축제의 주인인 지역민들이 적극적으로 참여하기 어려웠다. 결국 바람직한 축제는 구비문학적 전통을 수용하여 보여주는 지역축제가 아니라 구비문학적 전통을 계승하고 앞으로도 새로운 구비문학을 생산해 낼 수 있는 축제여야 함을 제기하였다. 이를 위해 첫째로 자생적인 조직환경을 마련해야 하고, 둘째는 전문 기획자와 더불어 전문 개발자가 참여해야 한다는 것이며, 셋째는 잠재적 콘텐츠를 지속적으로 발굴해야 한다. 그리고 이러한 일들은 구비문학도, 축제 기획도 아닌 새로운 지식분야임을 강조하고 구비문학 전 공자들이 축제 기획에 적극적으로 참여할 것을 주장하였다. 끝으로 이러한 모델로 ‘귀신 축제’를 제시해 보았다. 앞으로의 연구에서는 구비문학이 자생성을 갖출 수 있는 세부적인 방안과 구비문학 전공자가 축제 전문 기획자가 되기 위한 과제 등이 다루어져야 할 것이다.

This paper presented an method which can desirable hand down oral literature`s tradition. In addition to consider participation and excitement of essence of festival. Chungsun Arirang-je couldn`t assist oral literature`s environment which is able to hand down Arari. Jindo Youngdung-je was undergo a complete transfiguration was united legend and excitement. Danyang Ondal-je have a difficulty problem which was no participation in the festival. Ultimately, this paper proposed a desirable festival is not showing oral literature`s tradition but producing new oral literature. For the purpose, we must do following requirement. First, making environment of self-generation, second, participating of developer and planner, and third, constantily unearthing of potential contents. And this work is new field. This work is not oral literature neither planning of festival. So specialist of oral literature will participate on the planning of festival. And proposed the model 'A ghost festival'. At the future must study on the task : 'How to have self generationing of oral literature', and 'What have to do for becomming of specialist of festival planning.
