본 연구는 궁예 관련 지명전설을 살펴 거기에 투영되어 있는 궁예상과 그것을 매개로 한 철원 지역 사람들의 궁예관을 검토한 것이다. 그리고 이러한 궁예관의 형성 배경을 현재에 이르기까지 철원 지역의 역사적 특수성에서 찾고자 하였다. 궁예 관련 지명 전설에선 궁예의, 피난, 전투와 항거, 패배와 도주, 죽음과 사후의 사적이 주로 이야기된다. 폭정을 강조한 역사 기록과 달리 철원 지역 사람들은 궁예의 패주 과정에 관심이 많은 것이다. 이는 궁예가 바로 자신들의 삶의 터전에 도읍했던 창건주라는 점, 그러한 그가 무참히 살해되었다는 점, 그 이후 자기 지역이 역사적으로 낙후되었다는 점과 관련된 것으로 보인다. 지명 전설에는 지역적 특수성 짙게 배어 있게 마련이다. 자기 지역 중심으로, 그리고 전승 당시의 현재적 입장에서 역사를 기억하고 해석한다는 것이다. 따라서 궁예 관련 지명 전설에 보이는 궁예상에는 현재에 이르기까지 이 지역 사람들의 삶의 문제가 크게 작용했을 것으로 보인다.

I studied the images of Kung-Ye reflected in geographical legends and the viewpoint of Kung-Ye of the inhabitants of Cheorwon formed by the medium of it in this essay. And I traced the viewpoint of Kung-Ye to its source in the historical speciality of Cheorwon from the past to the present. The subject matters of the geographical legends concern with Kung-Ye are mainly his historical tracks, refuge, battle and disobedience, defeat and fleeing, death and the occurrence after his death. In contrast to the official history stressed on his tyranny, the inhabitants of Cheorwon are interested in the tracks Kung-Ye betook himself to flight. This is related with the points that Kung-Ye, the monarch of foundation set up the capital in their own base of life, was murdered mercilessly and their own region remained backwater until now. It is the course of nature that a geographical legend contains richly local speciality. That is to say, it remembers and interprets history, centering around his own region and in the place of that time it handed down. Therefore, it seems that the images of Kung-Ye reflected in the geographical legends are resulted from the matter of life with that the inhabitants of Cheorwon are struggling to this day.
