2007-08년 금융위기는 1980년대 이래 쇄신된 미국 헤게모니의 핵심인 통화·금융권력의 한계를 드러냈다는 점에서 미국 헤게모니는 물론, 세계체계의 향후 진로에서 매우 큰 중요성을 갖는 사건이었다. 금융위기가 발생한 이후 글로벌 불균형의 조정을 통한 통화·금융권력의 유지, 그리고 그것을 위한 지정학적 환경의 구축이 미국 대외전략의 최우선적 과제로 부상했다. 미국 대외전략의 이러한 전환은 아시아태평양으로의 “회귀”·“재균형” 전략으로 공식화되었다. 금융위기가 갖는 중요성을 고려했을 때 이러한 전략적 전환은 일시적인 정책적 변화가 아니라 미국 대외전략의 근본적인 전환으로 분석되어야 한다.
재균형 전략은 군사, 경제, 외교 등 대외전략의 전 영역에서 실질적인 변화를 수반했다. 군사전략에서는 서태평양에서의 작전에 적합한 방향으로 작전개념이 변화했고, 태평양 지역에서 병력과 장비가 대대적으로 증강되었다. 경제전략에서는 금융과 서비스 개방, 그리고 환율조정처럼 글로벌 불균형의 조정, 그리고 미국의 통화·금융권력 유지와 직접적으로 관련된 공세적인 정책이 추진되었다. 외교전략에서는 지역 다자제도에 대한 적극적인 참여, 동맹관계의 강화·확대, 환율이나 남중국해에서의 갈등 같은 핵심 이슈에서의 강력한 대중압박이 이루어졌다.
트럼프 행정부가 출범한 이후 대외전략의 부분적인 조정이 이루어졌지만, 이는 전략적 목표의 근본적인 수정이라기보다는 정책 수단에 있어서의 부분적인 조정으로 보아야 한다. 우선 태평양 지역의 전력 강화기조가 오히려 더 강화되었다. 또 TPP 탈퇴 이후에도 TPP를 통해서 달성하고자 했던 목표들을 양자주의의틀 속에서 달성하려는 더 공세적인 시도들이 나타나고 있다. 다만 일방주의적 기조의 강화 속에서 지역 다자제도를 강조하는 기조는 약화된 것으로 보인다. 트럼프 행정부 출범 이후 나타난 이러한 변화들은 지역체계의 긴장과 불안정성을 더 악화시킬 위험이 있다.
The financial crisis of 2007-08 revealed the limits and contradictions of U.S. monetary and financial power, which has been the core of the U.S. hegemony since the 1980s. In this vein, maintaining monetary and financial power became the primary goal of the U.S. foreign strategy and building geopolitical environments for this goal also attained considerable importance. After the financial crisis, the U.S. government announced that its world strategy would be re-structured with a focus on East Asia or Asia-Pacific. This new strategic approach was formulated “pivot” and “rebalancing” strategies.
“Rebalancing toward the Asia-Pacific” strategy caused the full-blown shifts of the economic, security, and diplomatic strategies in U.S. foreign relations. In the military domain, the concept of operations changed in accordance with the military collision in the western Pacific oceans. In addition, the troops and high-tech equipments were reinforced extensively. In the economic domain, aggressive policies to balance the “global imbalances”, that is opening financial and service market and exchange rate adjustment, were proceeded. In the diplomatic domain, the U.S. engaged deeply in the regional multi-lateral institutions, increased alliance, and exerted pressure on the Chinese government.
Since the inauguration of president Donald Trump, partial changes and modifications have taken place. The new administration’s foreign policy, however, should not be interpreted as a fundamental and radical rupture from the “rebalancing” strategies. Firstly, the basic trends to prioritize the Pacific in military posture were strengthened. Secondly, even though the U.S. withdrew frow the TPP agreement, the U.S. government is pursuing the same strategic objective aggressively via bilateral agreements. Thirdly, nevertheless, the regional multi-lateral institutions started to be de-emphasized as unilateral stance tightened up. It is apprehended that these changes in U.S. foreign strategy could intensify tension and instability in the East Asia region.
