최근까지 북한은 빠른 속도로 핵전력을 발전시켜 왔지만 열악한 경제여건 때문에 핵무기의 수를 빠르게 증가시킬 수 없고, 외부적으로는 한국과 미국의 탐지/추적 능력 및 정밀타격 능력이 핵무기의 생존성을 심각하게 위협한다. 그리하여 북한은 소규모 핵전력의 생존성을 강화시키는 배치방식을 선택해야 하는데, 고정 배치와 이동 배치방식은 상반된 강·약점을 가지고 있다. 따라서 북한은 전시 핵전력 배치방식을 결정할 때 방어와 포착의 딜레마, 지휘통제력과 억지력의 딜레마, 탐지와 조달의 딜레마에 직면할 것이다. 전시 북한은 체제 및 정권의 안전 보장을 위해 핵무기를 이동시킬 것이고 이동 배치방식이 세 가지 딜레마와 관련해 가지는 약점을 보완하기 위해 북한은 방공 보루 전략, 통신 중계소 개설 및 군부 내 감시 강화 등을 시행할 것으로 예상된다. 우리는 세 가지 딜레마를 가중시킴과 동시에 딜레마를 극복하기 위한 북한의 노력을 역으로 이용한다면 북한 핵전력의 생존성을 저하시켜 북핵 위협을 효과적으로 통제할 수 있을 것이다.

Up to recently North Korea has developed rapidly nuclear capabilities, but the development came to a stalemate at home and abroad. Domestically, North Korea cannot increase its amount of nuclear warhead due to the poor economic ground and South Korea and the U.S. threaten the survivability of North Korean nuclear arms with their precision-strike, surveillance and reconnaissance capabilities. Thus, in order to improve nuclear survivability, North Korea should select one deployment type between fixed and mobile deployment. However, each deployment type has incompatible merits and demerits. Consequently, while North Korea choose a specific deployment type of nuclear weapons at wartime, it will face three dilemmas - dilemma of defence vs. capture, dilemma of command and control vs. deterrence and dilemma of detection vs. procurement. At wartime, North Korea is likely to move its nuclear forces for the safety of its regime and dictatorship. Furthermore, North Korea will consider various countermeasures in order to make up for weaknesses of three dilemma related to mobile deployment type, such as ‘Air Defence Bastion’ strategy, installation of communications relay stations and extension of observation range of military commanders, etc. If we exacerbate three dilemmas of deployment types of North Korean nuclear arms and reversely take advantage of North Korean effort to overcome barriers of three dilemmas, we will be able to decrease the survivability of North Korean nuclear weapons and deter the threat of North Korean nuclear forces.
