이 연구는 조선 총독부의 제도 변화가 제도에 대응하는 행위자들에 영향을 미쳐 사회과학의 활성화라는 결과 만들어내는 과정을 식민지 시기 교육과 미디어 제도를 통해서 바라보고자 한다. 문화정치라는 허울 속에서 일본이 만들어낸 새로운 교육과 미디어 제도에 관련된 정책들은 조선인들로 하여금 조선총독부가 예상했던 것과 다른 대응을 초래했다. 조선총독부의 교육과 미디어 정책 변화의 주된 목적은 과거 조선을 부정하고 새로운 조선을 일본을 위해서 만드는데 있었다. 교육제도를 통해 조선의 과거를 부정하고, 조선인을 신민으로 만드는 것, 미디어를 통해 조선 여론을 통제하는 것이 일본의 목표였다. 그러나 많은 조선인들은 일본이 허용한 교육제도를 통해서 사회과학을 배우고 연구하면서 조선에 대한 근대적 이론을 발전시키고자 하였다. 근대식 고등교육기관이 조선에 설립되기 전 제한된 범위 내에서 허용된 한글잡지와 신문의 발간은 근대식 교육을 받은 지식인들에게 근대 사회과학 지식을 전파할 수 있는 소중한 통로를 제공해주었다. 지식인들은 학교, 학회, 연구회, 단체를 설립하여 조선의 역사와 사회를 연구하고자 하였고 때마침 유입된 다양한 사상들은 조선 사회를 바라볼 수 있는 틀을 제공해주었고 논쟁을 조선사회의 비전을 위한 논쟁을 촉발시켰다. 이들은 자신들의 연구 공간 속에서 다양한 이론과 지식 그리고 서로 다른 직업과 배경을 지닌 채 의사소통이 가능한 일종의 공공장을 만들어 조선 독립을 꾀하고자 하였다. 사회과학의 활성화는 이 과정에서 조선의 부국과 독립을 위한 사상적 학문적 토대를 제공해줄 수 있었기에 환영받았고 사회과학의 활성화가 이뤄지게 되었다.
Institution may result in unexpected outcomes that the creator of institution originally planned to make, because institution has a nature, which makes individuals respond positively or negatively with institution. This research aims at understanding the relationship between agents and institutions with a case of cultural policy of the Japanese Government General of Korea. Cultural Policy of the Government General was another domination policy which aimed at ruling efficiently and effectively. The policy aimed at making Koreans loyal subjects to Japan, but Koreans responses were different from its original goals. Media and Education policies of Japan planned to make Koreans negate their past and build Japanese oriented and obedient society in the Korean peninsula. However, Korean intellectuals and people learned modern social scientific knowledges from schools and academic institutions and utilized their knowledge to resist Japan. Korean medias like newspapers and journals played their roles in distributing scientific knowledge and visions for other Koreans. Academic association, research association, academic group inside schools were a kind of public sphere in which many intellectuals from across various groups communicated with one another for future Koreans vision. The new policy of the Government General influenced on the growth of social science studies.
