이 논문은 과학기술변화가 선도하는 새로운 산업혁명의 담론을 배경으로 인간의 일과 직업세계의 변화에 대해 거세게 제기되는 질문에 주목한다. 미국의 경제학자 폴 크루그만은 2008년 경제위기가 낳은 경기침체가 계속되는 상황에서 미국 기업의 이윤이 역사상 최고수준을 보이는 것을 자본편향기술변화(Capital Biased Technological Change)때문이라고 한다. 그래서 그는 교육을 개선하는 것, 즉 노동자들의 생산성을 높이는 것에 주력해온 미국의 불평등 완화노력은 빛이 바래고 있다고 말한다. 이러한 변화는 과연 현재의 경제시스템에서 인간의 노동은 가치의 원천이기를 멈출 것인가라는 물음이다. 이 질문은 다시 노동자이지만 동시에 소비자인 인간이 없다면 무수히 생산된 수많은 상품은 어떻게 구매되고 소비될 수 있을까하는 의문으로 이어진다. 이러한 의문들은 꼬리를 물면서 과연 현재의 경제시스템과 사회구조는 지속될 수 있을까라는 의문으로까지 나갈 수밖에 없다. 이러한 질문에 기초해 현재 기술혁신이 만들어내는 변화를 숙련편향기술변화(Skill Biased Technological Change)로 바라보는 입장에서 주장한 시혜적 제도로서 기본소득의 입장과 그 변화가 자본편향기술변화(Capital Biased Technological Change)라고 인식하며 사회구조와 경제구조의 조정과 같은 새로운 체제로의 이행을 준비하기 위한 임시조처로서 기본소득을 주장하는 입장을 살펴본다. 마지막으로 우리가 새로운 사회경제시스템으로 이행을 준비하려면 더 이상 경제적 인간을 양성하는 교육은 미래사회를 위한 것이 아니라는 주장에 기초해 교육의 중심을 경제에서 사회로 전환할 것으로 제안한다.
This paper focuses on the question raised by the change of human work and the world of work in the background of the discourse of new industrial revolution led by science and technology change. Paul Krugman, an American economist, said that US companies' profits are at the highest level in history, despite the economic depression created by the economic crisis in 2008. He explains that it is because Capital Biased Technological Change. So he says US efforts to ease inequality, which have been focused on improving education, that is, raising workers' productivity will not work. This change has to do with the question of whether human labor ceases to be a source of value in the current economic system. Then another question arises. If a worker, but at the same time a consumer disappear, then the question arises as to how many products produced can be consumed. These questions have to do with the question of whether the current economic system and the social structure can be sustained. Based on these questions, the paper reviews two positions on universal basic income, 1) as charitable giving and 2) preparation for social system transition. Finally, in order to prepare for transition to a new socioeconomic system, we suggest that education that nurtures economic human beings no longer fosters future humans, and that the center of education should be shifted from economy to society.
