이 연구는 행정학분야에서 아직까지 흔히 사용하지 않는 방법론인 조절된매개효과모형과 매개된조절효과모형을 소개하고 있다. 이 연구에서는 특별시 및 광역시와 도의 사회복지지출과 저출산·고령화 변수를 이용하여 두 개의 모형을 개발하고 이들을 실증적 자료를 이용하여 측정하였다. 모형들을 개발할 때 저출산은 매개변수, 고령화는 조절변수로 하였다. 이 모형들을 우리나라 2008년부터 2013년도까지의 특별시 및 광역시와 도자치단체의 자료를 이용하여 측정한 결과, 조절된매개효과모형은 작동되지 않는 것으로 판별되었고, 두 개의 매개된조절효과모형들이 작동되는 것으로 나타났다. 이 매개된조절효과모형에서는 “소득”과 “여성결혼연령”이라는 독립변수가 “고령화”라는 조절변수의 개입으로 인해 도의 “소비적복지지출”이라는 종속변수에 반비례적으로 영향을 주었다는 것을 발견하였다. 즉 독립변수들이 종속변수에 영향을 줄 때 “저출산”이라는 매개변수를 통해서 영향을 주었다는 것이다. 결국, 도의 “소득”과 “여성결혼연령”은 본래 도의 소비적복지지출과는 관련이 없으나, 고령화라는 조절변수가 개입함으로써 이 변수들이 도의 출산율을 증가시키고, 그 증가된 출산율은 결국 도의 소비적복지지출을 감소시키는 역할을 하게 하였다는 것이다.

This research introduces the moderated mediator model and mediated moderator model which are not often applied in the area of the public administration. In order to do it, I develop several moderated mediator and mediated moderator effect models using the low birth rate and aging variable and welfare spending variable, and then measure them by the data of metropolitan areas and local districts from 2008 to 2013. The results show that two s work. In these two mediated moderator effect models, the independent variables, “income” and “marriage age of female” influence the dependent variable, “local welfare spending for consumption” through the mediator variable of “low birth rate” by the intervention of the moderator variable of “aging”. The independent variables are not related to the dependent variables without the moderator variable of “aging” in these models, but the intervention of moderator variable of “aging” leads to the negative relationship between them.
