본 연구는 지방으로의 R&D 예산 배분이 국가 R&D 발전에 부합하도록 효율적으로 이루어지고 있는지를 고찰하였다. 2006년부터 2016년까지의 국가연구개발사업 예산을 지역별 배분과 분야별 배분 측면에서 분석한 결과에 따르면, 소위 ‘나눠먹기식 예산 배분’의 경향을 확인할 수 있었으며, 지역 내에서도 여러 분야에 분산된 예산 배분이 이뤄지는 것으로 나타났다. 뿐만 아니라 지방과학기술진흥종합계획의 중점 투자분야가 아닌 다른 분야에 대한 예산 배분이 더 높게 나타났다. 앞으로 지방 R&D 예산의 효율적 배분을 위해 예산 배분과 지역별 성과 간의 연계성 강화와 함께, 관리체계에 대한 보완이 필요하다.

This paper looks at the efficiency of local R&D investments in Korea. To do so, it employs coefficient of variation (CV) and Herfindal-Hershman index (HHI). It also utilizes the data on actual amounts spent for national R&D projects, covering 11 years from 2006 to 2016. According to results, R&D budgets have been distributed across local governments on the basis of 'pork-barrel politics' rather than allocative efficiency and performance. In addition, R&D budgets have been dispersedly distributed into various R&D areas within a local government, instead of concentrative investment on one or two areas with local advantages.
