본 연구는 국회에서 정부가 제출한 법률안을 심의하는 과정에 있어 각 상임위 전문위원이 검토보고서를 통해 미치는 영향을 분석하였다. 회귀분석 결과 전문위원이 수정의견을 강하게 제시할수록 법률안이 많이 수정되어 원안대로 채택되는 부분의 비율이 떨어지는 것으로 나타났다. 이 점은 전문위원의 의견이 법률안의 심사과정에서 상당 부분 영향을 주고 있다는 것을 말해 준다. 한편, 위계적 회귀분석을 실시한 결과 정책분야 변수를 전문위원 의견과 법률안 채택률 사이의 (유사)조절변수로 볼 수 있었는데 이는 정책분야별로 검토보고서의 영향력이 달라지고 있음을 나타낸다. 종합하여 볼 때, 전문위원은 검토보고서를 통해 정부 제출 법률안이 원안대로 채택되는 정도에 영향을 주면서 입법지원기관으로서의 정책적 역할을 수행하고 있다는 결론에 도달하였다. 국회는 정쟁만 일삼는 곳이라는 인식에서 벗어나 정책결정과정의 공식참여자로서 역할을 재조명하고, 이를 통해 행정국가에서 입법과정 상 정부우위를 극복할 계기를 만들어 가야 함을 지적하였다.

The purpose of this study is to analyze the influence of the official report by the Counsel of Committee on the rate at which a bill is adopted in its original form in the course of the National Assembly deliberation of the bills presented by the Administration. According to the regression analysis, the stronger the amendment recommendation from the Counsel is, the less part of the respective bill is enacted into law. Which means the recommendation of the Counsel has a considerable amount of influence. In addition, the policy sector was found to be a “(quasi-)moderating variable”between the adoption rate and the recommendation of the Counsel. Therefore, the impact of the official reports varied depending on the policy sector. In conclusion, the policy reviews of the Counsel affects the extent to which a bill by the Administration is adopted in its original form. Thus, the Counsel has a policy role as an institution of legislative support. Therefore, it is necessary to make an opportunity to cease from the administrative superiority in the legislation process, through shedding new light to the role of the National Assembly as an official participant of the policy making process rather than the venue for political warfare.
