본 연구의 목적은 공공연구기관 연구자의 연구자율성 구성요소를 개인과 조직의 관점에서 재 정의해봄과 동시에 그러한 구성요소들이 조직효과성에 미치는 영향을 살펴봄으로써, 궁극적으로 조직효과성 제고를 위해 공공연구기관 연구자에게 장려되어야 할 연구자율성 요소는 무엇인지를 확인하는 데 있다. 아울러 최근의 융·복합 및 다학제적인 연구경향 등 연구자 상호간의 협동이 강조되고 있는 추세를 반영하여 연구자간의 네트워크가 연구자율성과 조직효과성의 관계에 어떠한 영향을 미치고 있는지에 대해 확인해보고자 하였다. 이를 위해 첫째, 연구자율성의 수준을 대상 주체에 따라 개인 및 조직 수준으로 구분하고, 연구자율성 유형을 본질적 및 절차적 자율성으로 구분하여 그 세부 구성요소를 선행연구 및 연구책임자 인터뷰를 토대로 새롭게 정의하였으며, 조직몰입도와 직무만족도 측정을 통해 조직효과성을 파악하였다. 둘째, 조절변수로서 연구자간 네트워크가 연구자율성 유형에 따라 어떠한 영향을 미치는지에 대해 실증분석을 통해 확인해보았다. 마지막으로 분석 결과를 바탕으로 공공연구기관 연구자의 연구자율성 및 조직효과성 제고를 위한 이론적·정책적 시사점을 제시하였다.

The ultimately aim of this study is what are the factors of research autonomy to increase the organizational effectiveness with defining the factors of research autonomy in government-supported research institutes with a new point of view and at the same time examining that the factors how influence on organizational effectiveness. Reflecting the trend of the convergent and multidisciplinary research, this study confirms the network of researchers makes what effect about relationship between research autonomy and organizational effectiveness. Therefore the first, research autonomy level is sorted into individual and organizational level, and research autonomy type is sorted into intrinsic autonomy and procedural autonomy. Through preceding research and interview of researchers this study freshly defines those specific factors and confirms organizational effectiveness by organizational commitment and job satisfaction. The second, this study confirms that the network of researchers as moderate variable gives what effect on organizational effectiveness according to the type of research autonomy by empirical analysis. Consequently, this study shows theoretical and political implication to raise research autonomy and organizational effectiveness of researcher who works for government-supported research institutes.
