이 논문에서는 1950년대 ‘원자력의 평화이용(Atoms for Peace)’ 캠페인이 한국에서 어떻게 전개되었는가를 주한미공보원(USIS)의 영화공보를 통해 조명했다. 먼저 미국정부의 정보기관인 미국해외공보처(USIA)가 원자력의 평화이용 캠페인을 실시하게 된 배경을 이차세계대전 이후 미소 양국의 핵군비 경쟁 속에서 살펴보았다. 다음으로 미국국립공문서관(National Archives and Records Administration)에 필름이나 시나리오가 보존되어 있는 영화를 중심으로 한국 USIS가 원자력의 평화이용 캠페인에 사용한 영화를 아카이빙했다. USIA의 캠페인은 언어, 문화, 지역별로 미세 조정되었는데 원자력의 평화이용 캠페인에 있어서도 그러했다. 한국 캠페인에 이용된 영화 프로그램의 특성을 파악하기 위해 이 논문에서는 일본 USIS의 영화 프로그램과 비교해 보았다. 그 결과 한국 캠페인은 한미원자력협정이 체결된 1956년과 연구용 원자로가 도입된 1960년 전후에 단속(斷續)적으로 이루어졌다는 것을 알 수 있었다. 원자력이 전후 재건을 위해 필수 불가결하다는 인식이 있었던 한국에서 원자력의 평화이용의 개념은 용이하게 수용되었다. 분단으로 인한 전력난을 해결하기 위해 원자력발전의 도입은 국가적 과제로 부상했고 정부 차원의 캠페인이 냉전체제 아래 미국이 주도한 원자력 평화시대(Pax Atomic)의 전망을 뒷받침했다.

This paper examined the film publicity of USIS Korea to understand how the Atoms for Peace Campaign was developed in 1950s. First, I traced the background why USIA started the campaign while U.S. and U.S.S.R competing nuclear armaments after the WW II. Secondly, I archived USIS films were utilized for the campaign, which were preserved in U.S. National Archives and Records Administration. USIA tuned the campaign according to its partner country’s language, culture, and region. I also compared the film program of USIS Korea with which of USIS Japan to search what was the characteristics of Korean campaign. In conclusion, Korean campaign had intermittently performed when the ROK-U.S. Atomic Energy Agreement was signed in 1956 and when an experimental atomic reactor was first introduced in 1960. The concept of Atoms for Peace was received quite easily in Korea because Korean society was recognised nuclear power became essential for the postwar reconstruction. Korean government followed U.S. vision of Pax Atomic in the Cold War system and developed its own campaign to solve the power problem caused by Korean War and the partition of the peninsula.
