한국사회에서 무상보육은 아동 돌봄의 지평을 확장 시켰다. 그러나 다른 한편으로 시설중심의 아동 돌봄 서비스는 시설 내에서의 아동학대가 보다 더 선명히 밝혀지는 계기로 작용하였다. 그런 결과, 정부에서는 CCTV 의무화 정책을 시행하게 되었다. 이 연구는 CCTV 설치에 대한 부모들의 경험이 어떠한가를 파악하고자 수행되었다. 연구 참여자는 눈덩이 표집방법에 의해 모여진 부모 10명으로 구성되었으며, 자료수집과 분석은 Strauss & Corbin의 심층 면담방법과 분석방법을 적용하였다. 분석 결과로 도출된 함의는 다음과 같다. 첫째, 보육시설종사자의 인성과 자질을 개선하기 위한 프로그램 지원이 필요하다. 둘째, 보육시설종사자들이 연구시간을 가지도록 함으로써 좀 더 전문적으로 보육의 질을 향상하도록 함이 필요하다. 셋째, 보육시설종사자들이 전문성을 더 향상시키기 위한 노력을 해야 한다. 넷째, 보육시설종사자들의 스트레스를 관리할 수 있는 서비스 프로그램이 활성화 되어야 한다. 다섯째, 부모 간담회를 비롯한 의견수렴창구가 활성화되어야 한다.

Free child care in Korean society has expanded the horizon of child care. On the other hand, facility-based child care services have become a clearer source of child abuse in the facility. In the process of this policy expansion, the government has implemented mandatory CCTV policy. This study was conducted to determine the parental experience of CCTV installation. Research participants were composed of 10 parents who were gathered by snowball sampling method. Data collection and analysis were applied to Strauss & Corbin 's in - depth interview method and analysis method. The following results were confirmed through analysis. First, it is urgent to support the personality development of day care workers. Second, it is necessary to improve the quality of day care more professional by allowing the workers in the day care center to have time for research. Third, policy support should be expanded to raise the professionalism of child care workers. Fourth, a service program that can relieve the stress of workers in the day care centers should be activated. Fifth, it is necessary to gather opinions on parental involvement including CCTV in the daycare center.
