본 연구에서는 고등교육정책 중 전문대학 특성화정책의 효과성 평가를 분석하기 위하여 전문대학 의 교육수요자를 중심으로 특성화 주요요인별 중요도와 만족도를 IPA(Importance-Performance Analysis) 분석을 실시한 결과 재학생계층은 대학교육과 학생지원에 대한 요인은 좋은 성과를 보여 지속적으로 유지할 부분으로 분석되었고, 교육시설 및 환경요인은 상대적으로 낮게 평가되어 점진적인 개선이 필요하여 전략적인 재원배분이 조정되어야 할 것으로 나타났으며, 대학경쟁력을 높이기 위해 중점 개선하여야 할 사항으로는 취업률과 비전 있는 학과 및 교육프로그램 등이 개선되어야 할 것으로 분석되었고 교직원계층은 비전 및 목표와 지역기여도에 대한 요인은 상대적으로 좋은 성과를 보이고 있어서 지속적인 유지관리를 위한 노력이 강화되어야 하고, 대학교육 요인에 대해서는 재학생의 전문성 확보, 인격적 성숙, 리더십과 창의성에 대하여 중요도는 높지만 만족도가 낮아 향상시킬 수 있도록 중점적인 노력이 필요한 것으로 분석되었으며, 특성화 대학으로 우선적으로 추진되어야 할 사항으로는 대학의 특성화 추진에 대한 정부 재정지원확대, 산학협력 강화를 위한 정책 추진, 정부 각 부처들의 재정지원 연계 강화 방안도 파악되었다. 본 연구는 교육정책의 수요자관점에서 접근하여 수요자의 IPA분석기법을 통하여 그 정책 효과성에 관한 새로운 연구 틀을 제시하였다는 점에서 큰 의미가 있다. 본 연구결과는 전문대학 특성화정책 전반에 관하여 정책수단과 도구, 추진과정과 성과 평가에 대한 환류시스템이나 정책 성과관리제 등 정책 영향평가제도적 측면에서 새로운 메카니즘을 통하여 전문대학의 경쟁력을 제고시키는 방안이 모색될 필요성이 있음을 확인하여 주고 있다.

This research conducted document research and empirical experiment to achieve research purpose through effectiveness evaluation of characterization policy of college and IPA analysis regarding education receiver(faculty and students) In the major analysis result, as a result of IPA analysis regarding importance and performance rate per major factors of characterization of college for current students, university education and student support were evaluated as positive, which needs to be continuously maintained. For education facility and environmental factor, it was evaluated comparatively lower and needs constant improvement and strategical distribution of resource needs to be adjusted. In order to increase university competitiveness, employment rate and department and education program that has vision were evaluated as factor that needs improvement. In case of faculty, after analyse of IPA, factors related to vision, target and local contribution showed comparatively good performance which needs constant managing and regarding university education, the importance of current student's characterization, personal maturity, leadership and creativity is high, but satisfaction is comparatively low, which requires priority in investment of resource and personnel in order to increase the satisfaction. Policies that needs to be conducted first as characterization college are more financial support from government, policy to enhance cooperation of industry and college, connected enhancement of financial support from each department of government were analysed. This research has its purpose on presenting new research frame regarding effectiveness of the policy through user's IPA analyse method, approached from user's perspective. With this research, college competitiveness consideration needs to be evaluated through new mechanism in perspective of cycle system, policy performance management and policy influence evaluation regarding policy method, tool, conducting process and evaluation of performance in overall college characterization policy.
