본 연구는 Q방법론을 통해 현행 저출산 대응정책에 대한 정책수요자들의 관점과 주관성을 파악하는 것을 목적으로 한다. 보다 구체적으로, 가족 형성기 및 확대기에 있는 청년(25-39세)들을 대상으로 주관성분석을 실시함으로써 1) 현재 시행 중인 저출산 대응정책의 중요도와 우선순위를 확인하고, 2) 이들의 인식과 태도를 유형화하며 3) 유형에 따른 특징을 파악하고자 하였다. 이는 오늘날 한국의 저출산 대응정책이 정책대상자의 인식과 욕구(needs)를 충분히 고려하지 않은 채 수립·시행되었다는 문제의식에 기인한다. 분석 결과, 저출산 대응정책에 관한 P표본의 관점은 4가지 유형으로 구분할 수 있었다. 이들 유형은 각기 다른 저출산 결정요인 및 생애주기 단계에 의해 설명될 수 있다는 점에서 차별적이다. 본 연구는 주관성 연구를 통해 청년이 인식하는 정책 우선순위와 선호의 다양성을 유형화하고 이를 면밀하게 살펴보았다는 점에서 학문적 의미가 있다. 연구가 제시한 네 유형의 구분이 성별, 나이, 혼인상태 등 배경변수와 상이하게 구성된다는 점 역시 인상적이며 이러한 결과들은 향후 저출산 연구의 이론적 논의 확대와 후속연구에 대한 가설형성 측면에 기여할 수 있으리라 생각된다. 또한, 정책적 측면에서, 본 연구는 정책대상자의 선호와 인식에 대한 정보를 제공함으로써 향후 수요자 중심의 적실성 있는 정책을 수립·형성하는데 기여할 수 있을 것이며 제 3차 저출산 계획의 정책 점검·평가 및 환류 차원에서 시사점을 제공할 수 있다.

The purpose of this study is to explore subjective perceptions and attitudes of young people aged from 25 to 39 on the policy in response to low fertility by using Q methodology. This is due to the recognition that previous policy was adopted and implemented without much consideration of policy respondents’ needs and desires. By using Q methodology, respondents are classified with four discrete groups and each group can be explained by distinct theoretical basis. One of the most interesting thing is that respondents have a different subjectivity even though they have similar demographic background. This result indicates that different approaches are recommended when policy makers do a policy making decision. Findings may contribute to enlarge theoretical range of the low fertility study by giving an aspect regarding subjectivity of young people. Along with these theoretical implications, this study also provides practical implications for policy process. The follow-up study, however, is needed to generalize the result.
