이 논문의 목적은 ‘팔길이 원칙’의 논리적 타당성과 현실적 적합성에 대해 비판적으로 재검토하는 것이다. 오늘날 문화정책의 기본 원리로 널리 인용되고 있는 팔길이 원칙은 기본적으로 두 가지 계명으로 구성된다. 제1계명은 “정부는 문화·예술을 지원해야만 한다”이며, 제2계명은 “정부는 문화·예술에 간섭해서는 안 된다”이다. 제1계명과 관련해서는 세 가지 논점이 제기된다. 첫째, 문화·예술은 사회적으로 지원받아 마땅한 가치가 있는가· 둘째, 시장은 문화·예술의 진흥에 실패하였는가· 셋째, 문화·예술의 발전을 위해서 반드시 돈이 필요한가· 그리고 제2계명과 관련해서도 세 가지 논점이 제기된다. 첫째 팔길이 기관의 자율성은 보조금 배분결정의 합리성을 보장하는가· 둘째, 공금 사용의 책임은 누가 져야 하는가· 셋째, 누구의 자율성이 중요한가· 이들 각각의 논점에 대한 검토를 통하여 이 논문은 팔길이 원칙의 논리적 타당성 및 현실 적합성은 결코 자명하지 않으며 실현가능성 역시 의문시된다고 주장한다.

This paper critically reviews the logical validity and practical relevance of the arm’s-length principle. Widely accepted as a key axis of cultural policy, the arm’s-length principle consists of basically two commandments. The first commandment is that the government has the obligation to support culture and arts. The second commandment is that the government should not meddle in culture and arts. Three questions are raised with regard to the first commandment. First, are culture and arts worth public support? Second, did market fail in developing culture and arts? Third, is money absolutely necessary for the promotion of culture and arts? Three other questions are raised regarding the second commandment. First, does the autonomy of the arm’s-length institution guarantee the rational decision making as to the allocation of public fund? Second, who should be responsible for the use of public fund? Third, whose autonomy really matters in cultural policy making? Upon the close examination of each of these questions, this paper concludes that the logical validity and practical relevance of the arm’s-length principle are quite questionable.
