현재 자본주의의 불균형 문제를 해결하기 위한 대안적 발전의 하나로 공유경제와 공유재에 대한 관심이 부상하고 있다. 본 연구는 광주광역시를 사례로 공유정책의 현재와 미래를 살펴보면서, 대안적 발전으로 공유재의 가치를 탐색하는데 목적을 둔다. 광주광역시는 2013년 공유문화도시를 미래 광주 발전의 청사진으로 제시하였다. 이를 위해 광주광역시는 다양한 공유자원을 개발하였고, 공유의 네트워크 개발과 관리 방안을 모색하였다. 하지만, 공유정책의 역사가 짧고 체계적으로 준비되지 않아 많은 한계를 보이고 있다. 특히, 공유재의 가치에 대한 사회적 합의가 부족하고, 공유재의 제도화에 대한 방안이 정립되지 않고 있어, 향후 이에 대한 지속적인 관심과 노력이 필요할 것으로 보인다.

Sharing economy and commons have received lots of interests as the response for an alternative development mode on the inequality of current capitalism. This research attempted to understand the value of commons as an alternative development through the share policy in Gwangju City. The Gwangju City Government announced the share culture city for a new mode of future development in 2013. For the sharing culture city, the Gwangju City Government developed various types of share resources, and searched for the network development and management of sharing resources. However, because of a short history and lacks of systematic preparation the Gwangju’s sharing policy has shown some limitations. Especially, it has problems related to the social consensus on the value of commons and the way of institutionalization of commons in a society, so it requires continuous interest and effort to overcome the limitation.
