최근 우리나라는 인구절벽의 위기에 직면해 있다. 특히 저출산·고령화로 인한 생산가능인구의 급격한 감소와 대도시로의 인구 전출로 지방중소도시는 생존의 위협을 받고 있다. 그에 따라 축소도시의 수는 더욱 늘어날 전망이다. 축소도시와 지방소멸에 대한 연구가 전국 행정구역 단위로 수행되고 있지만 지방중소도시에 대한 미시적 격자분석 기법은 시도되지 않았다. 이 연구의 목적은 1975년부터 40년간 인구감소비율이 38%에 이르는 충남 공주시를 사례지역으로 선정하여 인구 감소의 추이를 고찰하고, 소멸위험지수의 공간적 자기상관을 산출하여 소멸위험이 높은 지역의 토지용도 특성을 도출하는 데 있다. 또한, 소멸위험지수와 주택보급률의 상관분석을 통해 인구 감소와 빈집의 증가가 어떻게 관계되는지 분석하였다. 이 연구는 인구 감소를 경험하고 있는 지방도시의 국지적인 현황진단과 도시경쟁력 강화를 위한 정책 수립에 대한 방법론의 토대가 될 것이다.

Currently Korea has faced the crisis of demographic cliff. Especially, the rapid decrease in the workingaged population caused by a low birth rate and aging, and population migration to metropolises have threatened the survival of locally small and medium sized cities of Korea. It is predicted that the number of shrinking cities will increase. Although the researches on the shrinking cities and the downsizing of municipal areas have been performed by the administrative units of the entire country, micro-scaled rasterization methods for locally small and medium sized cities have not been tried. The purpose of this study is to investigate the trends of a population decrease in Gongju-si as a case study area representing the population decrease rate of 38% during over 40 years from 1975 and to elicit the characteristics in land use of the areas with high extinction risk by calculating the spatial autocorrelation of the extinction risk index. It also aims to analyze how the population decrease and the empty houses are related through correlation analysis between the extinction risk index and the housing supply rates. This study will be a methodological milestone to set up the local government’s policy for strengthening urban competitiveness and to diagnose the micro-scaled status of local cities experiencing the population decrease.
